The acts committed by the accused were:
A. 2701 Simple Assault (3) attempts by physical menace to put another
in fear. of imment serious bodily injury.
'><2702 Aggravated Assault (1) attempts to cause serious bodily injury
to another, or causes such injury intentionally, knowingly or recklessly
under circumstances manifesting extreme indifference to the value of
hlll\an life; (4) attempts to cause or intentionally or knowingly causeEl
bodily injury to another with a deadly weapon.
X,2705 Recklessly Endangering Another Person: A person commits a
misdemeanor of the second degree if he recklessly engages in conduct
which places or may place another in danger or death or serious bodily
injury.
D. 2706 Terroistic Threats: A person commits an~ is guilty of a mis-
demeanor of the first degree if he threatens to commit any crime of
violence with intent to terroize another or to cause evacuation of a
building, place of assembly, or facility of public transportation, or
otherwise to couse serious public inconvienience, or reckless disre-
gard of the risk of causing such terror or inconvienience.
E. 4501 Definitions "Harm," loss, disadvantage or injury or anything
so regarded by the person affected, including loss, disadvantage or
injury to any other person or entity in welfare he/she intrested.
F. 5301 Official Oppression: A person acting or purporting to act in
official capacity or taking advantage of such actual or purported
capacity commits a misdemeanor of the second degree if, knowing that
his conduct is illegal he: (1) subjects ahother to arrest, detention,
search, seizure, mistreatment, dispossession, assessment, lien or
other infringement of personal or property rights, or (2) denies or
impedes another in the exercise or enjoyment of any right, privilege,
power, or immunity.
G. 4702 Threats and Other Improper Influence on Official and Political

harm to any person with intent to influence his decision, opinion,
recommendation, vote or other exercise of discretion as publi.. ser-

causes of action against the above Defendants, whereof the following
is a sta tement:
1. Plaintiff is cory Cormany, an adult individual residing in
cumberland County, pennsyl vania.
2. Defendants Scott ~lorrison, Kevin Sanderson, Chirs Durnin, and
Steve Calal1liln are adult individuals who are employed in cumberland
county, Pennsylvania.
3. On or about March 18th, of the year 1996, at approximately
4:30 P.~1., the Defendants herein did enter tho lIousing Unit B of the
cumberland County Prison. '1'hey are identified as wearing masks and
helmets and carring sticks, shields, and electric shocking devices.
4. On or about the aforesaid approximate time tho Defendants
herein did blurt words at the Plaintiff cormany, however cannot clearly
be identified because of the masks they were wearing.
5. On or about the aforesaid approximate time the Defendants
herein did open the cell door number four of the housing unit B. The
Plaintiff Cormany was assigned to cell number four in lieu of Twenty
rive Thousand Dollars (25,000.00) in bail previous to the afore.
6. The Defendants did perpetrate with masks, sticks, shields and
did attack the Plaintiff without said reason or cause. They did push
and force him to the assigned bunk, shocking, grabl ing, pinching and
did bondage him. '1'hey did stripe him of his clothes and personal
property. The Plaintiff was denied many privileges previous to tho
incident described.
7. The Defendants did fondle

8. The pefendnnt Morrison did deliberately and intentionally
push, pinch and bondage the Plaintiff cormany. He did fondle the
Plaintiff's chest, underarms, genitles and recktal cavity.
9. The Defendant Sanderson did deliberately and intentionally
threaten and assault tho Plaintiff cormany and did force and push
him into the bunk in unit Jl cell number four.

instruct tho Defendants afore as to the commission and acts hereof,

which he did comply. lie did in fact search the cell number four prior
to the alleged.
12. '!'he Plaintiff did file a complaint on certain employees in the
cumberlanB (~unty Prison previous to the afore. certain Defendants
herein arc alleged to have committed actu against the Plaintiff prior
to the incident described.
13. The Plaintiff cormany has suffered pain, injury, mental anguish,
emotional distress and loss of privileges with incarceration because
of tho actions taken by the Defendants Horrison, Sanderson, Durnin,
and Calaman.

On the above date fOllowing a scheduled shake-down of housing
unit "0", in1l\ate CORMANY, C. became disruptive by throwing trash
about the unit nnd by squirting water or some liquid out of an empty
sha1l\poo bDttle. Theae actions by CORMANY cDntinued from approximately
JIJO P,1I\. until after 6:00 p.1I\.. During this time, it was reported by
Sgt. Teaney that CORMANY had squirted liquid into the unit B speaker,
and has alao squirted Sgt. Teaney three (3) times with this liquid.
I apoke with CORMANY, C. about chese actions at approximately 4100 p.m..
During this conversation, CORMANY stated basically that theae actions
were a retaliation for whet he described as an unjustified cell search
of his cell previously. CORMANY refused to surrender the shampoo bottle
to me when I instructed him tc do so. At approximately 6:00 p.m.,
Sgt. Teaney informed me that CORMANY's disruptive actions cDntinued.
Due to CORMANY squirting liquid at staff and possihly causing damage to
county property, I asse1l\bled a team of officers to move CORMANY, C. frDm
cell 0-04, to a records area holding cell where he would be placed on
the restraint board as a security risk. This team of officers consistod
of:

Nurse Hulhollsnd was coIled upDn tD observe this task in the ovent that
force would be used. Officer Orink was our assigned video camera operator
for this task. The ahove team was hrieffed on inmate CORMANY's disruptive
actions and behaviDr Dver the past few hours. They were told that I would
advise CORMANY of what would take place, and instruct him to place his
hands thrDugh the cell door opening to be hsndcuffed. If he complied to
these instructions, Cpl. Woodbridge would be called forward to place '
CORMANY in handcuffs. He would then be escorted to a holding cell 'in the
records area to be placed on the restraint board which was already prepared.
If CORMANY failed to comply with verbal instructions, the team would be
doployed in the 1I\anner discribed above snd force would be used to accompliah
this taak. As the team approached CORMANY's cell, he did comply with my
verbel directioning and was placed in han~cuffs and escorted to records.
Other then CORMANY's derogitory comments, he did not ree 1st being plncod
on the restraint board. At approximately 6:30 p.m. this task wns completed.
There were no injuries incurred as n result of this task. The videD recDrd
of this task is still presently in the Lieutenant's office stornge aroa.
COR}lANY remained on the restraint board throughout the ovening heing left
off periodically to stretch and relieve himself. A misconduct report was
also submitted by Sgt. Teanoy for CORMANY's rule violations,

On the nbove dnte nt npproximstely 10:30 I received a csll to report to the
records nrea. mIen I arrived I saw inmats Porter J.t.Jr. in the holding cell he
had a bandage on his left ear. Officer Wickard asked 1I\e to look at his ear.
Inmate Porter J.t.Jr. had a laceration on the back side of his eer above the ear IDbe.
I.nsked inmate Porter J.t.Jr . what had happened. Inmate Porter tDld me he fell
off his bunk, Cpl. Culbertson had in1l\ate Porter lift his shirt. I noticed several
scratchen to his chest. I told in1l\ate Porter that these injuries did not occur in a
fall. Inmate Porter refused to tell me what had happened.
At 10:45 p.m. Cpl. Woodbridge called and asked if he could bring inmate Cor1l\any C.A.
to the office for questiDning. When Cpl. Woodbridge and inmate Cor1l\any arrived I noticed
several scratches on inmate Cormany's neck and swelling under his right eye. Cpl.
Woodbridge hnd inmate Cormany remove his shirt. It wss noticed that there were scratches
and redness to his chest area. I asksd inmats Cormany how he rnceived these injuriss.
Inmate Cormany claims that in1l\ste Portsr was chDking hi1l\ snd he broke free.
Due to the nature of the injuries sustained by both inmates it was determinsd that
these inmatcs were fighting. Inmate Cormany was placed in Unit A-2 pre-hearing detention /
at 10:50 p.m. Inmate Porter wss transported to the Carlisie Hospitsl Emergency Room
for trontment to his ear. Inmate Porter returned to the institution at 2:00 s.m. and
placed in Unit 0-2 pre-hearing detention for fighting.

rame to his cell door and asked him If he wanted to be checked for Injuries. The

Spirit so you will have power to live for God. Even when you
have done these things, don't be discouraged should you fall.
The devil will not let you go without a struggle and will con-
tinue to tempt you to do his bidding. When you realize what you
have done, do as King David of the Old Testament did. Ask God to
forgive you and restore you to the joy of your salvation. For
John 1:9 says, "If we confess our sins, He is faithful and just
to forgive our sins and cleanse us from all unrighteousness."
You will grow stronger in the Lord with each new victory lie
gives.
When you are a child of God, you are right and clean before
God's eyes because of Jesus Christ and His sacrifice and His
blood which cleanses. I John 1:9 God has forgiven, you must
forgive yourself. You can becauee of Jeuue. Pray asking
God to heal your memories. Every time you feel guilty or
unforgiving towards yourself--give thanks unto God that Jesus
paid for all your sins past and present. When God forgives
He forgets, and puts behind Him your sin--casts it into the
deepest sea--puts it as far from lIim as east is from west.
Go to God's Word, the Bible...the Gospels Matthew, Mark, Luke,
and John, and mark the word "forgiveness" and the word "believe".
See what God says.
Forgiveness is the key to relationships. Jesus taught His
disciples to pray. "Forgive us our debts as we forgive our
debtors." Matthew 6112 Then Matthew 5144 tells us to "Love
your enemies, bless them that curse you, do good to them that
hate you and pray for them that despitefully use you and perse-
cute you." When ws forgive by choice (our will) no matter what
our emotione say, there can be no root of bitternese grow in our
heart and God can work with us and with the pereon or pereons
hurting us. It never fails, the Lord will bring your emotione
into line with lIie will and ehed love abroad in your heart for
that pereon. Also the Lord is free to do lIis good pleasure in
the life of the other pereon ae well. Chooeing to forgive frees
us of thinking bad thoughte about a person and epeaking hurtful
words against that pereon. We can go on with our walk with Jeeus
trusting lIim to take care of the whole situation. Joy can fill
our hearte and spillover to blese othere.

is the perfect example of forgiving. Many laws both lIebrew and
Roman were broken at lIis trials. lie had no lawyer at all. Yet
for an eternal purpoee and for the love lie had for you and me,
lie submitted to the laws being used to kill Him. Jeeue prayed
"Father, forgive them for they know not what they do." Prayer
ie a weapon of the higher law of God that ie mighty to move
man, laws, mountains. Freedom is in Jesus Chriet and only Jesus
can give you freedom from prison whether lie uees the law or man
or both.

X2705 Recklessly Endangering Another Person: A person commits a
misdemeanor of the second degree if he recklessly engages in conduct
which places or may place another in danger or death or serious bodily
injury.
D. 2706 Terroistic Threats: A person commits an~ is guilty of a mis-
demeanor of the first degree if he threalens to commit any crime of
violonce with intent ~o torroize another or to cause evacuation of a
building, place of assembly, or facility of public transportation, or

LIST OF EVENTS
IIND NOW comes cory Cormany, Plaintiff, pro se, and sets forth
causes of action against the above Defendants, whereof the folloWing
is a statement:
1. Plaintiff is cory Cormany, an adult individual residinq in
Cumberland County, Pennsylvania.
2. Defendants Gene Woodbridge, Travis Shenk, Jack Wallace,
Michael lle, and Todd Deihl are adult individuals who are employed in
Cumberland County, Pennsylvania.
3. On or about November 7th, of the year 1995, at approximately
6:00 P.M., the Defendonts herein did enter the I~using Unit B of the
cumberland Coun ty Prison. They are J.denti f ied as wearino masks and
helmets and earring sticks, shields, and electric shocking devices.
4. On or about the aforesaid date and time the Defendants herein
did blurt w6rds at the Plaintiff cormany. The Plaintiff did comply to
his understanding, however could not clearly identify their speech
because of the masks they were wearing.
5. On or about the afore mentioned time thu Defendants herein did
open the cell door number four of the housing unit B and did enter and
perpetrate. The PlAintiff was assigned to cell number four in lieu of
Twenty Five Thousand:Dollars (25,000.00) bail previous to the afore.
6. The Defendants did perpetrate with masks, sticks, shields and
did attack the Plaintiff, after which such time pursuant to statement
numbered three (3), claiming he squirted water at a fellow co-worker and
into the getneral housing unit.
7. Prior to the action stated in statement numbered six (6), the
Plaintiff was denied his right to vote and was subjected to a search
of his personal property for no said reason or cause. Personal property
and papers had been destroyed previous to th& alleged.
O. Pursuant to tho incident described in statements five (5), and
six (6), the Plaintiff cormany had been confined in a unit with no
ventilation, cleaning supplies, and/or other luxuries considerate to
other inmates.
