presentation and consideration of the Petition for Appointment of
Dickinson College Private Police, it is ORDERED AND DECREED as
follows:
1. David Lynn Fridinger, 1258 Kessler Drive, Shippensburg,
PA 17257, is hereby appointed pursuant to 22 Pa. C.S. Y501 to act
as a private police officer for the Dickinson College Campus.
2. That before commencing the duties of a private police
officer for Dickinson College, said Appointee shall take and
subscribe to the following oath of office as required by Article
6, Section J of the Constitution of Pennsylvania, which oath
shall be recorded by the Cumberland County Recorder of Deeds:
I do solemnly swear (or affirm) that I will support,
obey and defend the Constitution of the United States
and the Constitution of this Commonwealth and that I
will discharge the duties of my office with fidelity,
J, Said Appointee shall, when on duty, wear a metallic
shield with the words "Special Officer, Dickinson College"
inscribed thereon,
4. The Prothonotary of this Court shall transmit a
certified copy of this ORDER AND DECREE to the Office of the

PETITION FOR APPOINTMENT OF
DICKINSON COLLEGE PRIVATE POLICE
AND NOW, Dickinson College, by its attorneys, McNees,
Wallace & Nurick, respectfully request that this Court appoint a
private police officer for the Dickinson College Campus, and in
support of its request states as follows:
1, The Petitioner, Dickinson College (hereinafter
"petitioner"l, is a non-profit corporation existing under the
laws of the Commonwealth of Pennsylvania and operates a college
at Carlisle, Cumberland County, Pennsylvania.
2, The Petitioner's campus consists of large areas of
grounds which are open to the public in and around the Borough of
Carlisle.
3. Section 501 of P.L, 1063, No, 271, dated November 15,
1972, as amended, (22 Pa. C.S, ~501l authorizes any non-profit
corporation to petition the Court to seek the appointment of
private police officers to act as police officers in the
immediate and adjacent vicinity of the non-profit corporation's
property.
4. The petitioner has, in the past, had individuals
appointed by this Court to act as private police officers for the
Petitioner to care for the safety of the Petitioner's students,
staff, and the general public, and to provide for the protection
of the Petitioner's property.
5. The Petitioner designates the following individual as a
candidate for appointment as a private police officer and
respectfully requests the Court to make said appointment:
David Lynn Fridinger
1258 Kessler Drive
Shippensburg, PA 17257
WHEREFORE, petitioner Dickinson College respectfully
requests this Court to appoint David Lynn Fridinger as a private
police officer for the Dickinson College Campus,

Dear Judge Bayley:
In your letter dated June 19, 1996, you asked for information regarding the qualifications
and training of David Lynn Fridinger for the position of police officer at Dickinson College,
Frankly, we did not provide that information in the Petition because the statute does not set forth
any qualifications criteria or mandate that the Court review such information, Indeed, we have
filed a number of petitions similar to Mr, Fridinger's, all of which have been approved without
such information having been provided.
In any event, and in accordance with your letter of June 19, 1996, we are pleased to
provide the information requested by Your Honor. Enclosed is a copy of Mr. Fridinger's cover
letter and resume. As you can see, at the present time, Mr. Fridinger is employed at the Mid.
Cumberland Valley Regional Police Department on a part-time basis as a police officer. Further,
he was trained at the Indiana University of Pennsylvania Police Training Academy where he
graduated second in his class. His many certifications (including Act 120 certification) are also
included on his resume,
Given the attached information, we believe that you will agree that Mr, Fridinger is
qualified and has appropriate training to be approved as a private police at Dickinson College
