6. The Plaintiff's position on custody Is es follows: Plaintiff, Eileen Vasco, Is
the maternal grandmother of the child. She believes that the child should be In her
custotly because the Father Is a "junkle" and tha environment that the child Is living
In Is not stable or conduclva to child raarlng. The Grandmother has taken care of
the child since Septembar of 1996. She has elso taken cara of tho child's step-
siblings. In fact, she Is the primary custodian of one of the child's step-siblings and
has partial custody rights to the other step-sibling. The child's mother just was
released from jail.
6. Tho Defendant's position on custody Is as follows: Unknown.
7. Need for separata counsel to represent child: None requested,
8. Need lor Independent psychological evaluetlon or counseling: None
requested.
9. A hearing In this matter Is expected to take one day.
10. Other matters and comments: This Is e situation where the child's
grandmother Is sesklng to be the primary custodian. The Defendant was served
with the Conciliation order but did not appear. Proof of service was flied. The
Defendant lives In west Philadelphia In a bad neighborhood and apparently Is a
"Junkle" with a drug problem. The grandmother Is concerned about the child's well
being In that situation.

1. The Plaintiffs are EILEEN C. VASCO and TRACIE LYNN HOLT. Plaintiff
Vasco resides at 29 Essex Road, Camp HIli, PA 17011, Plaintiff Holt Is currently
Incarcerated In Dauphin County Prison. Harrisburg, PA,
2, The Defendant Is GREG WilSON, residing 1211 North AIIIBon Street,
Philadelphia, PA 19131.
3, Plaintiff seeks custody of the following child:

The child was not born out of wedlock; however the husband of the mother
(Plaintiff Holt) at the lime of the child's birth (See attached Exhibit A . birth certificate) Is
not the father and has never held himself out as such, Rather. Dafendant Wilson
acknowledges paternity and has held himself out as the natural father of the minor
child. It Is believed and therefore averred that the then spouse of the mother, Mr. Holt,
Is not aware that the minor child exists nor for that matter Is he or as he ever been
concerned abollt tile minor child, Mr, Holt's location Is positively unknown,
As of June 9, 1996, the child has been with and In the custody of Defendant.
Plaintiffs have no Information of a custody proceeding concerning the child pending In
a court of this COllllllonwealth,
Plaintiffs uo know of 0 person not a party to the proceedings who has physical
custody of the child or claims to have custody or visitation right. with respect to the
child (See attached Exhibit B . Legal Custody Agreement of a Minor Child: Naomi
\NIlson),
7, Tllli best interest and permanent welfare of the child will be served by
granting the relief requested in as much as Plaintiff Vasco offers InclUding but by no
means limited to complete stability, a safe and nurturing environment, the presence of
the child's other Siblings, a sense of family, and a sound educational environment.
8, Eadl parent whose parental rights to the child has not been terminated
and the person WllU has physical custody of the child has been named as parties to this
action, All other persons, named below, are known to have or claim a right to custody
or visitation of tile children Will be given notice of the pendency of this action and the
right to Intervene :,ee paragraphs three and six above,
WHEREFORE, Plaintiff requests the court to grant primary physical and legal
custody of the IlIlIlor child.
