The best interest and permanent welfare of the child will be served by granting the relief requested because: a. Mother has provided a stable, loving, nurturing, safe environment for the child; b. Mother has been the primary caretaker of the child since her birth; c. Father has abused alcohol and drugs in the past and cannot provide a safe environment for the child. d. Father does not possess a valid driver'S license and must rely on others to transport child. 10. Each parent whose parental rights to the child have not been terminated and the person who has physical custody of the child have been named as parties to this action. Father shall have Segment A in 1997 and all odd years thereafter and Segment B in 1998 and all even years thereafter. Mother shall have Segment A in 1998 and all even years thereafter and Segment B in 1997 and all odd years thereafter. 5. Both parties are entitled to one uninterrupted week of vacation during the summer. They shall provide each other with thirty (30) days advance notice as to when they intend to exercise this week of custody. 6. Mother shall have the child on Mother's Day and Father shall have the child on Father's Day. These periods of partial custody and visitation shall occur from 12:00 noon until 8:00 p.m. 7.
