In compliance with your request by letter dated July 12,
1995, Charles Wenger and I personally inspected the above
captioned property with Debra Harsh, on JUly 18, 1995, to
appraise the property for its Harket Value.
To the best of our knowledge and belief the statements con-
tained in the report are true and correct and that neither
the employment to make this appraisal nor the compensation
is contingent upon the value reported. It is our conclusion
that the Harket Value of the property as of June 20, 1995,
date of Hr. Harshs' death, if acquired in fee simple, is
best estimated to be Eighty-Six Thousand Five Hundred
Dollars ($86,500.00).
The property was appraised as a whole subject to the
contingent and limiting conditions outlined herein.

PURPOSE OF APPRAISAL
The purpose of this appraisal is to estimate the present day
market value of the subject property in fee simple title.
DEFINITION OF MARKET VALUE
Market Value, as defined by the courts, is the highest price
estimated in terms of money which a property will bring if
exposed for sale in the open market, allowing a reasonable
time finding a purchaser who buys with knowledge of all the
uses to which it is adapted and for which it is capable of
being used.
It is referred to frequently, as the price at which a
willing seller would sell and a willing buyer would buy,
neither bring under abnormal pressure.
HIGHEST & BEST USE
Highest and Best Use is defined by the Appraisal Terminol-
ogy and Handbook published by the American Institute of Real
Estate Appraisers, as "the most profitable and likely use to
which a property can be put'" Based on the foregoing
definitions, and after seeing the site, neighborhood and
area. It is our estimation that the subject property's
highest and best use would be its present use as a single
family residence with additional wooded acreage.
SITE & DATA & UTILITIES
The subject property is located 5 miles south of Mount Holly
springs, South Middleton Township, Cumberland county, Penn-
sylvania. This is an urban and rural area. There is no
public water and sewer systems available, thus water is from
wells or springs and sewerage is on-lot septic systems.
Telephone and electric are the utilities.
Routes 34 and 94 are the major roads that lead to shop-
ping centers, schools and churches in the area and to nearby
Carlisle and Gettysburg.
DESCRIPTION OF LAND
The property being appraised is recorded in Deed Book "H",
Vol. 15, Page 264, and is the residue of that deed. All of
the road frontage along Oxford Road (T536) and three (3)
lots fronting along the south side of S.R. 3008 (formerly
L.R. 21005) is sold, leaving 462' of road frontage along
S.R. 3005 with the property. Approximately 43 acres remain.
The assessed value is $9,020. for taxation purposes. There

is approximately 2 acres of open land to the rear of the
dwelling and the remaining area is all wooded except for a
60' electric power right-of-way across the property north
and south. The wooded area has very little timber value.
The property can be identified as Tax Map Parcel No.
40-15-0199-011 in South Middleton Township.
IMPROVEMENTS
The dwelling is a brick rancher with rear and front concrete
porches. Neither ends or ceilings of the porches were fini-
shed and there were no permanent steps at the front porch.
The dwelling was built in 1972, 1008 sq. ft., and the
asphalt roof has not been replaced. This will need to be
done within several years. The house consists of a kitchen-
wall and base wooden cabinets, double drain sink and
linoleum flooring; bathroom - ceramic tile, closet and tile
floor; 2 bedrooms, tile floors and closets. The walls are
drywall. There is a stairway to the attic. It has flooring
(could not see any insulation) but is unfinished. There is
a full basement with concrete floor, and a cold cellar under
the rear porch. The structure appears to be in fair
condition. Heat is oil fired hot water baseboard and dom-
estic hot water is supplied from'the furnace. There is no
well, however, water is pumped by pipe from a spring to the
dwelling (never a lack of water). Sewer is on-lot septic
system with cement block tank, although we don't know if
there are drain tile lines or seepage bed. The electric
service needs to be updated. It was evident that there was a
moisture problem in the basement.
OUTBUILDINGS
28 X 28' Cement block garage-concrete floor - side
entrance door and two 10 X 19' overhead doors.
16 x 28' Cement Block - animal she1ter- not used.
14 x 24' Cement Block - animal shelter - not used.
12 x 20' Cement Block - animal shelter - not used.
There is no water or electric to any of these buildings. The
roofs have been replaced within the last five years and the
structures appear to be structurally sound.
ZONING
The subject property is in South Middleton Township
which is agricultural zoning that permits residential
development.
