REAGAN AN ALLEGED INCOMPETENT : IN THE COURT OF COMMON PLEAS OF : CUMBERLAND COUNTY, PENNSYLVANIA : ORPHANS' COURT DIVISION : NO. 21-95-554 ORDER OP COURT AND NOW, this b'le--. day of October, 1995, upon review of the proceedings in the Circuit Court of the Thirteenth JUdicial Circuit of the state of Florida, No. 95-0612 A, concerning Harold E. Reagan, a/k/a Harold Eugene/M-89, DOB-05/05/05, and having received testimony from Kenneth H. Talley, an adult individual and the proposed Pennsylvania Plenary Guardian of the Estate and Person of Harold E. Reagan, the Court finds by clear and convincing evidence that: 1) Harold E. Reagan is presently domiciled in the Commonwealth of Pennsylvaniar 2) The Petitioner, Kenneth H. Talley, is a person interested in the welfare of Harold E. Reaganr 3) Harold E. Reagan suffers from dementia and is disoriented as to place, time, situation and has no idea of his estate or resources and accordingly, is totally incapacitated and in need of plenary guardianship servicesr and 4) The Petitioner, Kenneth H. Talley, is an appropriate individual to serve as Plenary Guardian of the Estate and Person of Harold E. Reagan. Accordingly, it is Ordered that Kenneth H. Talley is appointed Plenary Guardian of the Estate and Person of Harold E. Reagan. Mr. Reagan had been in the Woodland Nursing Center in Tampa, Florida. 4) Petitioner learned about his uncle's placement in Florida and in April, 1995, traveled to Florida to check on his uncle's condition. While there, he learned that a step-grandson was mismanaging the small estate possessed by Mr. Reagan. Petitioner made application in the Circuit Court of the Thirteenth Judicial Circuit of the_~~ate of Florida requesting that he be appointed a guardian for Mr. Reagan. Attached hereto is relevant documentation in reference to certain findings found by the Florida Court. 5) Mr. Reagan's condition is one of Dementia and the Florida Court determined that Mr. Reagan totally lacked the capacity to make and form decisions about care and treatment services or to meet the essential requirements for his physical and/or mental health and safety. \ " 6) Mr. Reagan's estate consists of cash in the amount of $7,000.00, as well as a small residence in Florida worth approximately $19,000.00.
