The solicitor explained that the Authority has to obtain court approval for this sale before the deed can be transferred James Small questioned if the Authority will be setting the corner pins? Secretary William Wolfe stated yes, that John Kissinger has that survey information. 4. Low Water Pressure. Elizabeth Denning, 9505 Forest Ridgs Road, expressed a concern with low water pressure, a result of three (3) homes being connected to the same service line. Water Foreman Art smith stated that Water Department personnel did locate a second service line, but not a third line. He added that if water is being drawn on that second line, Mrs. Denning will experience a drop in pressure. The Water Foreman EXHIBIT "F" ~,-- --'~~ -..,. , '~'\~~-ri'" ..r- ~ - --.' .--.. informed the Board that an unmetered, frost-free hydrant is also located on this line. He added that this service is old and brittle, approximately 250' in length, and could have a number of leaks. Water Forsman smith recommended that separate services be installed. Chairperson Varner felt that if the Authority permitted this branch-off to occur in the first place, then the Authority should absorb the cost to correct this problem. Secretary Wolfe pointed out that when a similar situation occurred on the l,indsay Lot Road, the Borough Authority absorbed the cost. The Water Foreman felt that new service lines could be laid wi~hin the next two (2) weeks. Following a brief discussion, Bruce Hockersmith moved to authorize Management to install a new service line at 9505 Forast Ridge Road, with a pit meter located at the main. Motion seconded by Kenneth Morgan. The Bo.rd briefly discussed the necessity of the "frost-free" plug. The Hockersmith/Morgan motion carried unanimously. 5. Discussion on the oreparation of a Master Plan for the water svstem. Secretary Wolfe recommended that the Board review the Master Plan beyond just the installation of lines. steve Huntzinger, of CET, Inc., reviewed a proposal for the development and implementation of a Master Plan, at a cost of $25,000. Bruce Hockersmith questioned the advantage of this proposal? Mr. Huntzinger replied that the Authority would have a Master Plan for 20 years for improvements and growth to the system. Member Hockersmith felt that such a plan would be out-dated in five (5) years. The Secretary pointed out that such a plan would be a good financial tool and enable the Authority to prioritize projects and to provide financial alternatives. steve Huntzinger stated that a Master Plan would also provide guidelines for making decisions as to "where", "how big" and "what will it cost." ~ The Board discussed the proposal. Director of Public Services Dwayne DelGrande recommended that the Board review the proposal and discuss it at it's next meeting. Chairperson Chris Varner expressed a concern with the proposed plan's cost. Solicitor Forest Myers stated that if such a plan is developed, it's of no use unless it's implemented. He further stated that if the Authority were ever to take on debt that's not guaranteed by the Borough, a Master Plan will be required by som& bond issuers. Following a brief discussion, there was a consensus of the Board to review CET's proposal for the next Authority meeting. 6. Discussion of Dvkeman Sorino issues. In response to the pennsylvania Department of Environmental Protection's determination that Dykeman spring is directly influenced by surface water, Steve Huntzinger reviewed his letter, of May 12, 1997, outlining several alternatives for the Authority to consider to address the interim requirement to provide a 2.5 mg/l chlorine residual. He stated that it's his understanding that if a written plan is provided to DEP, the Authority may not have to enter into a Consent Order Agreement. Mr. Huntzinger recommended that, for short-term, Dykeman spring be kept on-line, chlorination take place and then dechlorinate the facilities to meet the chlorination requirements (Alternative #3). He also recommended that this plan be forwarded to DEP and that improvements continue to be made to the system, as necessary. Kenneth Morgan questioned if Alternative #J would be a temporary or permanent solution? Director Dwayne DelGrande replied that dechlorination would only be a temporary solution. Chairperson Chris Varner asked why Alternative #J wouldn't be a permanent solution? Dwayne DelGrande responded because of Federal regulations. Following a brief discussion, Bruce Hockersmith moved to accept the recommendation of the Engineer and Management for Alternative IJ for Dykeman Spring. Motion seconded by Mervin Fogelaanger. Director DelGrande distributed copies of DEP's April 25, 1997, letter outlining the special monitoring that was conducted at Dykeman s~ring. steve Huntzinger explained that, under DEP's rules and regulations, once a source is detp.rmined to be surface water influenced, you have 48 months from the receipt of DEP'Il notification to either take the supply off-line or to filter it. He further expl~ined that within one (1) year a plan must be submitted to DEP outlining what will be done for that 48- month period. Mr. Huntzinger informed the Board that CET's recommendation, after discussions with Borough staff, was to dechlorinate. He stated that this plan would be accepted oy DEP, on the interim basis, but it mU'ilt be presented in writing. He further stated that OEP would then respond and may ask the Authority to sign a Consent Order Agreement. steve Huntzinger explained that by the end of the 48 months, Dykeman spring will either have to be filtered or taken off- line. The Board discussed possible alternatives. Donald Fry commented that ~erhaps the Authority should concentrate on locating our unaccounted-for water and then there may not be a need for another source. Secretary Wolfe reviewed the 23 leaks that ha'Ie been detected on the Authority's main lines. Water Foreman Art smith reported that all but eight (8) of those leaks have been repaired. steve Huntzinger informed the Board that previously the Department of Environmental Resources directed the Authority to bring its unaccounted-for water down under 20\, which would be typical for a system this size and age. Member Fry questioned the percentage of chlorine in the water? Mr. Huntzinger explained that because Dykeman ,Spring is surface-water influenced, additional chlorine mus~ be added and DEP is telling us that we have to get the chlorine up to the first point of distribution. He stated that CET is asking DEP if it will permit the Authority, in writing, to bring the level up to the point of discharge, to the 2.5 mg/1, to make sure that it's properly dosed and then permit us to dechlorinate the water before j~ reaches our customers. There being no further ~iscussion, the Hockersmith/Fogelsanger motion carried unanimo~sly. 7. Discussion of in-town reservoir issues. steve Huntzinger reviewed CET's letter of May 1J, 1997, pertaining to a hydraulic evaluation of the in-town reservoirs and the following alternatives: 1. Repair the existing reservoirs; 2. Provide alternate storage; or 3. Replace the existing reservoirs Chairperson Varner felt that the Authority had previously approved funds for telemetry equipment so the overflow wouldn't occur. Mr. Huntzinger stated yes, but that was put on hold because not all the underground facilities had been identified. The secretary informed the Board that even though a diver inspected the in-town resGrvoir, we won't know the condition of the concrete until the fabric is moved. Fallowing a brief discussion, the Chairperson directed the Director of Public services to compile cost information for new tops and linings. Director DelGrande stated that he will prepare a report on possible alternatives and costs. Kenneth Morgan questioned the completion of the Baltimore Road line? secretary Wolfe responded that PRV pit still has to be installed. Dwayne DelGrande stated that the pit should be here soon. a.other Business. LooDina of Line - Baltimore Road. Chairperson Chris Varner recommended that the looping of the Baltimore Road line, at a cost of $25,000, be abandoned, as the residents of that area now have adequate water pressure and are quite happy. Donald Fry questioned what was done to improve the pressure? Water Foreman Art smith replied that he's not sure, but Conewago was doing work in that area at the same time the pressure increased. Dwayne DelGrande informed the Board that we're now back to the original plan because the Forestry Department wants a comprehensive survey of all the Authority'S infrastructure on Forest ground. Following a brief discussion, Bruce Hockersmith moved to table action on the looping of the Cleversburg line extension indefinitely. Motion seconded by Donald Fry. Motion carried unanimously. /. 9. RockY Knob WateL-Agreemen~. solicitor Forest Myers reported that he's still awaiting information from Troy Beam in order to complete the agreement regarding the additional water capacity that was authorized by the Authority for the Rocky Knob. He added that an "as built" plan for this development hasn't been provided either. 10. Well site - Kallhoe Development. The Solicitor questioned what the Authority wishes to do with the lot in Kaphoe Development where the well site is located? Chairperson Chris Varner suggested that this matter be left on the table for the present time. 11. ~ensbura Mobile Estates. hOld-up on the filing of the Mobile Estates? The Chairperson questioned the law suit against Shippensburg Solicitor Myers responded that he hasn't followed through on this matter, but that he will prepare a complaint and file it. Bruce Hockersmith questioned the suit and the cost involved? Chairperson Varner explained that the Authority is suing shippensburg Mobile Estates for tapping fees that were never paid. The solicitor informed the Board that Shippensburg Mobile Estates feels that they shouldn't have to pay tapping fees because they purchase metered water in bulk. Member Hockersmith suggested the possibility of a surcharge to settle the matter. Donald Fry felt that the Authority needs to develop good historical data on this situation before a decision is made. Solicitor Myers pointed out that when a new customer connects onto the line in Orrstown, the Authority doesn't collect a tapping fee because the Orrstown Borough Authority is a bulk customer. Following a brief discussion, the solicitor was directed to research the historical data on Shippensburg Mobile Estates and report back to the Board. He was also directed to review the Authority's agreement with the Orrstown Borough Authority. 12. Adlournment. There being no further business, Bruce Hockersmith moved to adjourn the meeting.
