I, WINIFRED S. KOST, M.D., do certify that I am a medical doctor
engaged in general practice and that I maintain my office at 236
Erford Road, Camp Hill, cumberland county, pennsylvania. I have
been the attending physician for Mary L. Campbell for approximately
9 years. I have been treating Mrs. Campbell at her residence in
the Camp Hill Nursing Home and I see her on a regular basis approximately
once per month. Mrs. campbell's condition at present can be summarized
as follows: She is suffering from hardening of the arteries, which
results in her not being lucid the majority of the time. She is
confined to a wheelchair as a result of several strokes combined with
arthritis. Mrs. Campbell will have her 90th birthday on August 8, 1982.
It is my professional opinion that Mrs. Campbell is, because
of infirmaties of old age, unable to manage her property and her
person and, in addition, lacks sufficient capacity to make or cornmu-
niciate responsible decisions concerning her person. The prognosis
is that Mrs. Campbell will not improve to a degree sufficient to
allow her to return to her home.

TO THE HONORABLE, THE JUDGES OF SAID COURT:
Your Petitioner, Virjean C. Stuckey, Guardian of the person
and of the estate of Mary L. Campbell, incompetent, respectfully
represents that:
1. This Petition for Court approval of private sale of real
estate owned by Mary L. Campbell, incompetent, is filed so that sale
of the real estate can be effected to raise monies for the care and
maintenance of the incompetent. The property in question is located
at 207 First Street, Summerdale, as more fully described in the deed
recorded in cumberland County, Deed Book V-ll, Page 65 ,a copy
of which is attached hereto, made part hereof and marked Exhibit
"A". The premises are not subject to any mortgage.
2. Mary L. Campbell was adjudicated an incompetent and Virjean
C. stuckey, her daughter, was appointed Guardian of her person and
her estate by Decree of this Court dated February 11, 1981.

3. The names of the incompetent's daughters, her next of kin,

4. The incompetent is the sole owner of the property in question,
and no other person has any interest in the property.
5. The improvements on the property consist of a single family
dwelling and a frame shed, the dwelling being a 2 1/2 story frame
building with insul-brick siding. It is presently occupied by the
proposed purchasers, the wife being the granddaughter of the owner/
incompetent, and has a present rental value of approximately $225.00
per month and a current tax assessment of $3,250.00.
6. An offer to purchase the said property for $35,000.00 was
submitted by James N. Biddle and Jane E. Biddle, his wife, and
petitioner's daughter, to petitioner in December of 1980.
7. One appraisal was obtained by petitioner, done by Lester G.
Connor, MAI, for a fair market value of $35,000.00. Said appraisal
is attached hereto, made part hereof and marked Exhibit "B".
8. petitioner believes that sale to James N. Biddle and Jane E.
Biddle for $35,000.00 will produce a better price than would be pro-

Cumberland County, pennsylvania, to Mr. and Mrs. James N. Biddle by
private sale for a sales price of $35,000.00. Furthermore, I agree
that this private sale of real estate is in the best interests of
