Zekanis hereby request a Court Order allowing him to receive Trailer Tags for his trailer that would house his wheelchair allowing him to exercise as others do, the liberty to travel to Mails, Parks, Hospital visits etc. He is diagnosed with PVD (Peripheral Vascular Disease) and Spinal Stenosis. Francis is diagnosed as permanently disabled by Social Security. The Department of Tran.qportation twice denied his request because it is impossible for him to secure Titles since he purchased the trailer through a catalog and had a carpenter build the homing. The manufacturere of the trailer does not issue Titles, nor the Amish carpenter who constucted the housing.
