PETITION FOR EMANCIPATION
AND NOW, comes Crystal Renee Hess, by and through her counsel of record, Marylou
Matas, Esquire, and petitions the Court as follows:
Petitioner is Crystal Renee Hess, a minor individual currently residing at 155
South East Street, Carlisle, Cumberland County, Pennsylvania.
2. Petitioner is a person under the age of eighteen years, born on January 7, 1986.

residing at 9 Lacount Street, Chateguay, New York.

Petitioner's natural father is Steven Hess, an adult individual currently residing at
204 West North Street, Carlisle, Cumberland County, Pennsylvania.

Petitioner's natural mother moved to New York with Petitioner's siblings in April
2002, where she receives public assistance.

Petitioner's natural father suffers from mental health disorders,
incarcerated recently, and is not capable of caring for Petitioner.

7. Petitioner's natural father receives Supplemental Security Income on a monthly
basis.

Neither natural parents have income as defined by Pa.C.S.A. 4302 with which to
pay child support for the support of Petitioner.
Petitioner currently resides with her maternal grandmother, Jacqueline Neidig,
and her maternal aunt, Veronica Neidig.

Petitioner's grandmother has requested that she move from her current residence
in April 2003, so that the maternal uncle can live in the home following his
release from incarceration.

Petitioner has applied for housing at Safe Harbor, a shelter in Cumberland
County, Pennsylvania.

Petitioner's application for housing has been temporarily refused due to her status
as a minor.

Petitioner is pregnant, due to give birth in May 2003, and will need appropriate
housing accommodations prior to the birth.

Petitioner believes, and therefore avers, that she is eligible to have her disability
as a minor removed and to be declared an emancipated minor by this Court for the
reasons specified below:
a. Petitioner obtained her G.E.D. on or about August 2002;
b. Petitioner is employed by Wendy's on the Carlisle Pike, Carlisle,
Cumberland County, Pennsylvania;

Petitioner has established a checking and savings account at Commerce
Bank, in Carlisle, Cumberland County, Pennsylvania;
Petitioner has explored child care facilities in the Carlisle area, including
Carlisle Early Education Center and Little Angels, in anticipation of
placing her child there following the birth so that she can return to work;
Petitioner has made application with Harrisburg Area Community College
through Forest Park in Carlisle to complete a certified nurse's aide
program while on maternity leave, with the expectation of full time
employment in the Carlisle, Cumberland County, Pennsylvania area;
Petitioner completed a baby basics/parenting class at Applewood in
Carlisle, Cumberland County, Pennsylvania;
Petitioner has made contact with the local public assistance office,
Cumberland Cares, and has a caseworker, Nancy Speck, assigned to her
case;
If emancipated, Petitioner is eligible for and expects to receive public
assistance to supplement her income while on maternity leave;
If emancipated, Petitioner expects to move from Safe Harbor to subsidized
housing when appropriate housing becomes available.
Petitioner is qualified and competent to attend to business for herself, the same as
any adult.
Notice of the filing of this Petition has been given to Petitioner's natural mother,
Donna Williams, by certified/restricted and regular U.S. mail to her last known
address at 9 Lacount Street, Chateguay, New York; and to Petitioner's natural
father, Steven Hess, by certified/restricted and regular U.S. mail to his last known
address at 204 West North Street, Carlisle, PA.
WHEREFORE, Petitioner requests your Honorable Court to remove her disability as a
minor and asks that she be declared of full age for all legal intents and purposes and to be
capacitated to transact business for herself the same as an adult.

within Petition for Emancipation of Crystal Renee Hess, it is hereby ORDERED and DECREED
that all the rights of majority be and the same are hereby conferred and bestowed on CRYSTAL
RENEE HESS, and she is hereby empowered by this judgment to possess full authority and
power, the same as an adult, to transact business with the same effect and consequences as if
such business were done by a person who has attained the age of majority as fixed by the statutes
of this Commonwealth.
