The father has not acted in the best interest of the chi 1d for reasons including, but not 1 imited to, the following: a. Since October 2, 1998, the father has kept the child from having reasonable contact with the mother, refusing to tell the mother where he and the chi ld resided and not maintaining a stable residence for the chi 1d. b. On several occasions in the recent past, the father threatened to remove the child from the mother saying she would never see the child again which concerned her since the father has relatives in Virginia and West Virginia. c.
