Prior notice in accordance with law was served on the owner at her last known address by certified mail and personally October 1, 2002, and February'10, 2003. The said removal services were provided by the Borough of Carlisle and the charge levied therefor is in strict accordance with Article XII of the Borough Code, Act of February 1, 1966, P.L. 1655 (1965), No. 581 Section 1202 (5), as amended, 53 P.S.
