permits the court upon its own motion to transfer this action to a county where the action
originally could have been instituted; IT IS ORDERED AND DECREED that this action
is transferred to the Court of Common Pleas of Cumberland County.
Costs of transfer are imposed upon the plaintiff and shall be paid within 20 days
