Jurisdiction of the court is pursuant to the Official Notice ofthe Suspension and by the Pennsylyania Rules of Appellate Procedure Chapter IS, Rule 1501. 2. Notice ofReyiew is being filed pursuant to the suspension of driving priyilege as authorized by Section 1538E of the Pennsylyania Vehicle Code. 3. Section 1538E allows the state to suspend an individual under 18's license for 90 days. 4. Chelsea Conway is a freshman at Dickinson College and turned 18 six days after she was issued the citation. 5. Chelsea does not be1ieye that she was in fact going over 25 miles an hour. 6. At the time she received the citation she beliefs that she was going about 60 miles an hour. 7. She also belieyes that she was in a 45 mile per hour speed zone. -,- ~ " 8. . She was informed that the speed limit had just dropped from 45 to 35 miles an hour. 9. Chelsea was unaware of the drop in speed. 10. Chelsea does not deny that she was trayeling in excess of the speed limit. II. Howeyer she does not feel that she was going oyer 25 miles an hour, the requisite access speed under 1538E for suspension of driving privileges for 90 days. 12. Chelsea A. Conway, Petitioner, needs the use of her car. 13. Petitioner is a college student, that needs to be able to trayel back in forth between college and her home in Delaware County. 14. Oyer school breaks the Chelsea need her driving priyileges to get to work. Relief Sought 15. Chelsea requests that her driyers license privileges be reinstated and not suspended.
