The statute does not exemot a transfer to a surviving spouse from tax, and the statutory requirements for disclosure of assets and filing a tax return are still applicable even if the surviving spouse is the only beneficiary. For dates of death on or after July 1,2000: The tax rate imposed on the net value of transfers from a deceased child twenty-one years of age or younger at death to or for the use of a natural parent, an adoptive parent, or a stepparent of the child is zero (0) percent [72 P.S. 99116(a)(1.2)]. The tax rate imposed on the net value of transfers to or for the use of the decedent's lineal beneficiaries is four and one-half (4.5) percent, except as noted in 72 P.S. 99116(1.2) [72 P.S. 99116(a)(1)]. The tax rate imposed on the net value of transfers to or for the use of the decedent's siblings is twelve (12) percent [72 P.S. 99116(a)(1.3)]. By reading it first, the rest will make more sense. Weare now submitting the Inheritance Tax Return for Ronald E. Tippett. You may also want to check with Paul Dibert because I spoke with him via phone quite some time ago regarding the complex interplay of these three (3) Estates and the assorted reasons for the delays in their respective settlements. Some pertinent additional facts may be helpful in evaluating the attached return: Decedent's son, Scott Tippett, an adult, lived with his father in the residence at Golfview Drive. He rendered assistance and help to his father from time to time. The house at Golfview was subject to some speculation as to the best way to deal with it. This included evaluating whether to try to sell it to a family member or to sell it to an outsider. Making such a decision was complicated by the fact that the house deteriorated due to lack of upkeep. There were excessive amounts of miscellaneous tools, equipment, salvageable materials and the like that required special arrangements to remove and dispose of. These materials and problems had been building up and accumulating over the last fifteen (15) years or so as a result of the decedent's injury, later open heart surgery, and inability to complete a number of his then current and subsequent plans. I have placed on Schedule I the expenses paid out of decedent's Estate to settle his mother's and sister's Estates. Had he lived til the completion of their Estate settlements, these fees and expenses and taxes would have been paid by him during his lifetime and would have thus reduced his bank accounts and total asset values available to be listed on his Estate asset schedules. The interplay between these Estates is somewhat complicated and it would most likely be helpful to you to read all three Estate returns together. If you have any further questions or need any further information, please advise. We currently have an auction of the real estate at Golfview Drive scheduled with Chuck Bricker, Auctioneer. Raffensperger dated May 12, 1982, last revised December 3~ 1982 for a subdivision of a predecessor development to the Highlands of Hampden Square developurent, which survey de~cribed the COn1DIOn boundary with Tippett and Slack as various courses and distances which did not ~incide with the center of an existing stream along the common boundary, as described in me prior deeds for the Tippett and Slack properties and as described in the prior deeds for the Highlands of Hampden property (herein the "Raffensperger Survey"); and . WHEREAS, Gawlett Fleming prepared a survey and subdivision plan for the Pamay Developnlent Company, Inc., predecessor in title to the Highlands ofHarnpden, as developer for Phase vm:~ Final Subdivision Plan of Kingswood, recorded on June 23) 1989 in Plan Book 58.
