MUNICIPAL LIEN FOR SEWER CONNECTION
AND NOW, comes Monroe Township, of 1220 Boiling Springs
Road, Mechanicsburg, Pennsylvania, by and through its Solicitor,
James D. Bogar, Esquire, and files the following municipal claim
against Charles C. Galaspy, Jr. and Delores D. Galaspy, adult
individuals, owning property located at 1327 Church Street,
Carlisle, Pennsylvania, 17013. Charles C. Galaspy, Jr. and
Delores D. Galaspy are the owners of all that certain lot of
ground, including any improvements thereon, being more fully
described as follows:
ALL THOSE TWO CERTAIN pieces or parcels of land situate in
the Township of Monroe, County of Cumberland and State of
Pennsylvania, bounded and described as follows, to wit:
PARCEL 1•
BEGINNING at an iron pipe on the Southern side of old Route
No. 174; thence along the Southern line of Old Route No.
174, North 43 degrees 30 minutes East, seven and thirty-five
one-hundredths (7.35) feet to a stake on the Southern side
of old Route No. 174; thence along lands of Charles Galaspy,
Sr., south 18 degrees 46 minutes East, fifty-four and
twenty-five one-hundredths (54.25) feet to an iron pipe;
thence along lands of Robert F. Saphore, South 86 degrees 09
minutes 11 seconds West, five and thirty-five one-hundred
(5.35) feet to a fence post; thence continuing along lands
of Robert F. Saphore, North 20 degrees 18 minutes 56 seconds
West, forty-nine and forty-seven one-hundredths (49.47) feet
to an iron pipe on the Southern line of Old Route No. 174,
aforementioned, at the place of BEGINNING. CONTAINING 303
square feet.
PARCEL 2•
BEGINNING at a fence post at the corner of the lot of
Florence Diller; thence along lands formerly of Musselman
and lands of Paul Dunkelberger, South 07 degrees 14 minutes
East, three hundred thirty-seven and fifty-seven one-
hundredths (337.57) feet to a stake; thence along lands of
Robert F. Saphore, North 60 degrees 00 minutes West four
hundred ten and fifty one-hundredths (410.50) feet to a
stake; thence along lands of Charles Galaspy, Sr. and lands
formerly of Hosler and other lands of Mabel B. Sheaffer, the
grantor herein, and lands of Robert and Martha Deitz and
lands of Florence Diller to a stake, aforementioned, at the
place of BEGINNING. CONTAINING 1.266 acres.
BEING THE SAME PREMISES which Mabel B. Sheaffer, by Deed
dated January 17, 1968 and recorded September 5, 1969 in the
Cumberland County Recorder of Deeds Office in Deed Book "J",
Volume 23, Page 317, granted and conveyed unto Charles C.
Galaspy, Jr. and Delores D. Galaspy, owners.
Tax Parcel No. 22-28-2401-093
Monroe Township hereby files this Municipal Lien for Sewer
connection in the amount of $3,000.00, which connection fee has
been duly assessed against Charles C. Galaspy, Jr. and Delores D.
Galaspy, an adult individuals, and the real property described
herein from and on May 18, 2001, and for which sum, with interest
in the amount of ten (10%) percent, along with penalties and all
costs, including attorneys' fees, a municipal lien is claimed

against the above-described real property and premises in
accordance with the Act of May 16, 1923, P.L. 207, §7, as
amended, 53 P.S. §7101, et seq, as amended (Municipal Claims and
Tax Liens).

VOLUNTARY SUBSTITUTION OF MONROE TOWNSHIP MUNICIPAL AUTHORITY
AS A PARTY CLAIMANT
1. The Monroe Township Municipal Authority (hereinafter the
"Authority") is the successor in interest of Monroe Township, who
is the claimant herein, and desires to substitute itself for
Monroe Township as the claimant herein.
2. The material facts on which the Authority's right of
succession and substitution are based are as follows:
a. On December 31, 2002, the Authority was created as
an independent operating authority.
b. Thereafter, Monroe Township transferred any
municipal liens and any other pending litigation
that should rightfully be handled by the Authority
to the Authority.
C. On August 2, 2001, Monroe Township filed a
Municipal Claim for Sewer Connection. The amount
of the sewer connection was $3.000.00, which sum
was duly assessed against CHARLES C. GALASPY, JR.
and DELORES D. GALASPY, Husband and Wife, owners
of real property, including improvements thereon,
located at 1327 Church Street, Carlisle,
Pennsylvania.
d. The Monroe Township sewer connection fee was
levied and assessed pursuant to Township Ordinance
No. 3 of 1978, same being known and cited as the
"Monroe Township Sewer Rental and Charge
Ordinance," as amended.
3. The Monroe Township Municipal Authority hereby
voluntarily substitutes itself as a claimant herein in the place
and stead of Monroe Township.
