The following is in response to your request for a refund.

First and foremost, had you requested a self-uniting marriage license when applying, the clerk would
have asked if you were Quaker or Amish, as they are currently the only two recognized religious
societies in Pennsylvania for which self uniting marriage licenses can be issued.
It was your choice to apply in Cumberland County for a marriage license. The application process was
in fact completed, your payment of the fee was accepted and a marriage license was issued. It was
your choice not to use that license. Therefore, your fees will not be refunded.
Our office solicitor agrees with the Register of Wills/Clerk of Orphans' Court Association Solicitor
concerning our policy of only issuing self uniting marriage licenses to members of Amish and Quaker
religious societies.
