WHEREAS, the Respondents advenised, on business cards which were placed on alleast
automobile windshields. an In "ome Busincss opponunity with a "typical income of $2,000 to
$10,000 monthly," knowing that they only earned between two to four hundred ($200.$400,) a
month based on both of their panicipalion. and
The Commonwealth alleges Ihat this conduct violates!i 201.2(4)(v). (vii) and (1OI:i) oflhe
Consumer Protection Law; and
WHEREAS, the Respondent havc agreed to cease and desist from the aforementioned
conducl, and desire to comply with these civil laws of the Commonwealth; and
WHEREAS, the Commonwealth is agreeable in Ihis mailer 10 accept this Assurancc of
Voluntary Compliance, pursuant to !i 201-5 of the Consumer Protection Law, in lieu of
commencing proceedings pursuant to !i 201-4 of the Consumer Protection Law; and
WHEREAS, under the Consumer Protection Law, this Assurance of Voluntary
Compliance shall not be considered an admission of a violation for any purpose.
NOW THEREFORE, while engaging in trade or commerce within the Commonwealth
of Pennsylvania, Respondent agrees for themselves, their officers. partners, representatives,
employees and all other persons acting on their behalf, jointly or individually, directly or
through any corporate or business device, as follows:
I. The Respondents shall comply with any and all provisions of the Consumer
Protection Law and is permanently enjoined from any violation thereof.
II, Upon signing this Assurance of Voluntary Compliance, the Respondents agree
that they shall respond in writing to any written complaint filed with the Office of Attorney
General, Bureau of Consumer Protection, within ten (10) days of receiving notice thereof.

III, Upon signing this Assurance, the Respondent shall pay five hundred dollars
($SOO,OO) to the Commonwealth as civil penalties.
IV Thc Respondent shall also pay one thousand five hundred dollars ($1 SOO,OO) in
accordance with paragraph V, to the Commonwcalth as costs of investigation and/or for future
public protection purposes.
V, The Respondent shall make this payment of one thousand five hundred dollars
(SiSOO,OO) to the Commonwealth according to the following plan, Any violation of the payment
plan shall be considered a violation of this Assurance of Voluntary Compliance:
a, On or before April I, 1999, the Respondent shall pay two hundred and
fifty dollars ($250,00) ,
b, The Respondent shall pay two hundred and fifty dollars ($250,00) for each
subsequent month, on or before the I" day of the month, for five additional months,
c, The Respondent shall make the final payment on the first day of
September, 1999,
VI. This Coun shall maintain jurisdiction over the subject matter of this Assurance
of Voluntary Compliance and over the Respondent for the purpose of enforcing this
Assurance.
VII. Provided that nothing contained herein shall be construed to waive any individual
right of action by a consumer or a local, state, federal, or other governmental entity.
NOW THEREFORE, the parties hereby stipulate that this Assurance of Voluntary
Compliance shall have the same force and effect as a permanent injunction issued under
