To their credit, the parties were able to discuss the issues raised by the ~lother in connection with her Petition for custody in a cooperative effort to agree on arrangements which would be best for the Children. Sheaffer, with her counsel, Michael A. Scherer, Esquire, and the Father, Scott M. Spidle, with his counsel, Harold S. Irwin, III, Esquire. 3. The Mother filed this Petition fcr primary physical custody of the Children. Although there are no outstanding CUstody Orders, the Children have primarily resided with the Father since 1996. The parties were not able to reach an agreement on the issue of primary custody and the possibility of obtaining a professional custody evaluation, which was strongly recorrmencied by the Conciliator, was discussed at length at the Conference. Evaluation costs were a major concern for both parties and it was agreed at the end of the Conference that counsel for the parties would look into the charges of various evaluators and contact the Conciliator within two weeks. The Conciliator has been adviSed by counsel for the Mother that after investigation, it has been determined that the parties cannot afford to obtain a custody evaluation and therefore it will be necessary to schedule a Hearing. 4. The Mother's position on custody is as follows: The Mother believes it would be in the Children's best interest to primarily reside with her at this time. The Mother expressed concern that the Children are not receiving proper care and supervision as the Father is away much of the time due to his employment.
