(0) percent [72 P.S. 99116 (a) (1.1) (ii)]. The statute does not exemot a transfer to a surviving spouse from tax, and the statutory requirements

The tax rate imposed on the net value of transfers from a deceased child twenty-one years of age or younger at death to or for the use of a

The tax rate imposed on the net value of transfers to or for the use of the decedent's lineal beneficiaries is four and one-half (4.5) percent,
except as noted in 72 P.S. 99116 1.2) [72 P.S. 99116 (a) (1)].
The tax rate imposed on the net value of transfers to or for the use of the decedent's siblings is twelve (12) percent [72 P.S. 99116 (a) (1.3)]. A
sibling is defined under Section 9102, as an individual who has at least one parent in common with the decedent, whether by blood or adoption.

The subject neighborhood is bounded on the North by Trindle Road, on the East by Longmeadow Street, and on the South
by Green Acres Street and on the West by Spring Circle and Wertz Avenue.
Neighborhood Description
The subject is located just west of Mechanicsburg Borough. Schools, shopping, employment, recreation and houses of
worship are all within a 5 to 15 minute driving time of the subject property. Average property maintenance programs were
observed. Employment stability is good due to the State Capitol in Harrisburg, the Army Supply Depot in New Cumberland,
and the Naval Supply Depot in Mechanicsburg, and expanding West Shore area. Steady price increases and MLS statistics

Neighborhood Market Conditions
County tax records and MLS statistics show prices to be increasing. The MLS shows that the typical marketing time for the
area is three to six months. Mortgage funds for the area are readily available with conventional loans being 5.25% to 6.125%
interest, fixed 30 year, 95% mortgage with up to three points. Sellers are not required to offer sales or financing concessions,
but some seller assistance is occuring.
Condition of the Properly
The home is being renovated at this current time, and this value is subject to completion of all interior renovations including
the basement family room, the kitchen, all floor coverings and all painting. There were no apparent functional inadequacies.
The construction quality is typical for the area. The estimated effective age is below the actual age due to maintenance,
condition, and comparison to competing neighborhoods. Physical depreciation is attributed to age and deferred
maintenance. Unless otherwise mentioned, there were no significant items observed that require immediate repair. No
functional or economic obsolescence was observed.

SCOPE OF WORK: The scope of work for this appraisal is defined by the complexity of this appraisal assignment and the
reporting requirements of this appraisal report form, including the following definition of market value, statement of assumptions
and limiting conditions, and certifications. The appraiser must, at a minimum: (1) perform a complete visual inspection of the
interior and exterior areas of the subject property, (2) inspect the neighborhood, (3) inspect each of the comparable sales from at
least the street, (4) research, verify, and analyze data from reliable public and/or private sources, and (5) report his or her analysis,
opinions, and conclusions in this appraisal report.
INTENDED USE: The intended use of this appraisal report is for the lender/client to evaluate the property that is the subject of
this appraisal for a mortgage finance transaction.
INTENDED USER: The intended user of this appraisal report is the lender/client.
DEFINITION OF MARKET VALUE: The most probable price which a property should bring in a competitive and open market
under all conditions requisite to a fair sale, the buyer and seller, each acting prudently, knowledgeably and assuming the price is
not affected by undue stimulus. Implicit in this definition is the consummation of a sale as of a specified date and the passing of
title from seller to buyer under conditions whereby: (1) buyer and seller are typically motivated; (2) both parties are well informed
or well advised, and each acting in what he or she considers his or her own best interest; (3) a reasonable time is allowed for
exposure in the open market; (4) payment is made in terms of cash in U. S. dollars or in terms of financial arrangements
comparable thereto; and (5) the price represents the normal consideration for the property sold unaffected by special or creative
financing or sales concessions' granted by anyone associated with the sale.
'Adjustments to the com parables must be made for special or creative financing or sales concessions. No adjustments are
necessary for those costs which are normally paid by sellers as a result of tradition or law in a market area; these costs are readily
identifiable since the seller pays these costs in virtually all sales transactions. Special or creative financing adjustments can be
made to the comparable property by comparisons to financing terms offered by a third party institutional lender that is not already
involved in the property or transaction. Any adjustment should not be calculated on a mechanical dollar for dollar cost of the
financing or concession but the dollar amount of any adjustment should approximate the market's reaction to the financing or
concessions based on the appraiser's judgment.
STATEMENT OF ASSUMPTIONS AND LIMITING CONDITIONS: The appraiser's certification in this report is subject to the
following assumptions and limiting conditions:
1. The appraiser will not be responsible for matters of a legal nature that affect either the property being appraised or the title
to it, except for information that he or she became aware of during the research involved in performing this appraisal. The
appraiser assumes that the title is good and marketable and will not render any opinions about the title.
2. The appraiser has provided a sketch in this appraisal report to show the approximate dimensions of the improvements. The
sketch is included only to assist the reader in visualizing the property and understanding the appraiser's determination of its size.
3. The appraiser has examined the available flood maps that are provided by the Federal Emergency Management Agency (or
other data sources) and has noted in this appraisal report whether any portion of the subject site is located in an identified Special
Flood Hazard Area. Because the appraiser is not a surveyor, he or she makes no guarantees, express or implied, regarding this
determination.
4. The appraiser will not give testimony or appear in court because he or she made an appraisal of the property in question,

APPRAISER'S CERTIFICATION: The Appraiser certifies and agrees that:
1. I have, at a minimum, developed and reported this appraisal in accordance with the scope of work requirements stated in this
appraisal report.

6. I researched, verified, analyzed, and reported on the prior sales of the comparable sales for a minimum of one year prior to the

7. I selected and used comparable sales that are locationally, physically, and functionally the most similar to the subject property.
8. I have not used comparable sales that were the result of combining a land sale with the contract purchase price of a home
that has been built or will be built on the land.
9. I have reported adjustments to the comparable sales that reflect the market's reaction to the differences between the subject
property and the comparable sales.
10. I verified, from a disinterested source, all information in this report that was provided by parties who have a financial interest in
the sale or financing of the subject property.
11. I have knowledge and experience in appraising this type of property in this market area.

Will
I, Patricia J. Ballots, of 909 Spring Circle, Mechanicsburg, Cumberland County, Pennsylvania,
declare this to be my last will and revoke any will previously made by me.
Item One: I direct that all my debts and funeral expenses including my gravemarker shall be
paid from my residuary estate as soon as practicable after my decease as a part of the expense of
the administration of my estate.
Item Two: I give, devise, and bequeath my entire estate, both real and personal and mixed to
my husband Albert Ballots. In the event that he predeceases me, then I give, devise, and
bequeath a portion of my estate to my daughter Deborah J. Ballots in a sum to be determined by
my son Thomas A. Ballots, in his sole and absolute discretion, not to be less than one-fourth nor
to be more than one-third of the estate; and the balance to my son Thomas A. Ballots.
In the event that my son predeceases me, his share shall be distributed to his wife Kathy Renee
Ballots.

Item Three: I appoint my son Thomas A. Ballots Executor of this my last will. Should he fail

Item Five: All estate, inheritance. succession, and other taxes, imposed or payable by reason of
my death, and interest and penalties thereon, with respect to all property comprising my gross estate
for tax purposes, whether or not such property passes under this will, shall be paid out of the
principal of my residuary estate, without apportionment or right of reimbursement. In the event that
:l substantial portion, as determined in the sole and absolute judgment and discretion of my
Executor. of any non-probate assets, such as an annuity or mutual funds, are directed to be paid to a
beneficiary or beneficiaries, so that the taxes referred to herein would be paid out of the probate
residue passing to the beneficiary or beneficiaries of this will (whether or not the san1e as the
beneficiary or beneficiaries under the non-probate assets), my Executor, in the Executor's sole and
absolute judgment and discretion. shall direct or have the right to allocate a full or partial payment
of the taxes to the beneficiary or beneficiaries of the non-probate assets.
