TO THE HONORABLE, THE JUDGE OF THE SAID COURT:
Respondent, the Commonwealth of Pennsylvania, Department of
Revenue, by its attorney, Allen S. Mengel, Assistant Attorney General,
files this answer to the petition of Samuel B. Hertzler and John W.
Hertzler, Jr., Executors of the Estate of J. Woodward Hertzler to
reduce the appraisal made by the Commonwealth of Pennsylvania.

dismiss the Petition of Samuel B. Hertzler and John W. Hertzler, Jr.,
Executors of the Estate of J. Woodward Hertzler objecting to the
Commonwealth's appraisal of the value of the Common Stock of
J. P. Bixler & Sons, Inc.
