One Irwne Row Carlisle, PA 17013 Dear Mr. Douglas: I have known Thomas Kuhn for approximately 8 years. As I stated dunng our phone conversation, Thomas has multiple difficulties. He is a complex student who does not "fit nicely" into any diagnostic category. The most recent evaluatmn that I have on Thomas was dated 3/19/03. It was completed by Barbara Sumbatian M.D., a psychiatrist. Her diagnostic impression was that of: Pervasive Developmental Disorder, not otherwise specified Thought Disorder, not otherwise specified Phonolol0eal Disorder Oppositaonal Defiant Disorder Attentaon Defie~t Hyperactivity Disorder, combined type, by history Borderline Mild Mental Retardation What the above basically means is that primarily Thomas' reality tesbng is impaired. He is "preoccupied" m an "imaginary world'. I know there is some debate/confusion regardmg a mental retardation diagnosis. Thomas indeed does test "low" however, his psychopathology precludes "traditional testing measures" The best I can say is that eognitively he "functions" in the borderline range. His "true" abilities are most likely tugher. Intelligence Quotient scores for a child like Thomas become somewhat moot It is my opinion that Thomas is not capable of managing h~s own affairs. His mother, Jennie L (Kuhn) Rockey, has now authorized me to release information to you concerning Thomas. Since doing the evaluation of Thomas on August 11, 1997, I have participated in numerous team meetings for IEP development and other behavioral issues he encountered at Lamherton Middle School and at Carlisle High School. Thomas will need much guidance for success in managing his life. In addition to limitations academically, Thomas has difficulties with anxiety, impulsive behavior, disorganization, and focusing and maintaining attention appropriately to the subject at hand. His capabilities in exercising good judgment and making wise decisions are often quite faulty. It is my opinion, based on the information cited, that Thomas will ne~--d a guardian in order to succeed in becoming independent and in maintaining stability in his life. It included, but not limited to: splitting the cost of a new computer and utility bills, and the best collection of Transformers imaginable. My decision was in hopes to get his net worth below the required limit for governmental programs (Social Security and Department of Public Welfare based). However, with the uncertain economy, I have since regretl:ed my decision and no long wish to make him eligible for programs that may not exist in the `near' future. Therefore, 1 will be trying to re-build his funds during the calendar year of 2009. Every cent I claimedl has been used for Tom. If anyone disagrees, please let me know.
