APPOINTMENT OF SPECIAL COUNSEL
1N THE COURT OF COMMON PLEAS OF
CUMBERLAND COUNTY, PENNSYLVANIA
PETITION FOR APPROVAL TO ENGAGE SPECIAL COUNSEL
AND NOW, comes thc Board of Commissioners of the County of Cumberland, by and
through thc County Solicitor, Edward L. Schorpp, Esquire, and requests approval for engagement
of special counsel upon the following:
1, Thc Board of Commissioners of thc County of Cttmberland requires the services of
special labor counsel from time to time,
2. The rendering of legal advice on employment and labor relations matters lies outside
the expertise of the duly appointed County Solicitor and Assistant County Solicitors.
3. Thc Board of Commissioners has agreed to retain the services of
David F. O'Leary, Esquire, Rhoads & Sinon, LLP., l South Market Square, Harrisburg, PA 17101,
to render legal services on labor matters at the hourly rate of $150.00 per hour.
4. Section 904 of the County Code, 16 P.S. § 904, requires thc approval of the Court of
Common Pleas for thc appointment of special counsel.
WHEREFORE, the Board of Commissioners of Cumberland County respectfully requests
Your Honorable Court to approve thc appointment of David F. O'Lcary, Esquire, as labor counsel,
to serve at the pleasure of the Board of Con~rnissioners.
