TO THE HONORABLE PRESIDENT JUDGE, EDGAR BAYLEY:
PETITION FOR MODIFIED ORDER
1. The Petitioner, Keystone Guardianship Services, NPC, is anon-profit corporation
incorporated and existing under the laws of the Commonwealth of Pennsylvania.
2. The Respondent, Harold Casner, is an adult individual currently residing at 1800
Stone Arch Road, Newport, Perry County, Pennsylvania 17074.
3. The Respondents, Eugene Comp and Bonnie Comp, his wife, are adult individuals
currently residing at 325 Huckleberry Road, New Bloomfield, Perry County, Pennsylvania
17068.
4. On or about March 5, 2008, This Honorable Court entered an Order finding Janette
Neely an incapacitated person and assigning Keystone Guardianship Services, NPC, as the
guardian of both Janette Neely's person and estate. (See copy of Order attached hereto as
Exhibit 1).

It is believed and therefore averred, that the Ward suffers from the following:
dementia with psychotic features, renal failure, and hypertension. (See Doctor's Report attached
hereto as Exhibit 2).
6. The Order dated March 5, 200$, in Paragraph 5 prohibits the removal of the Ward
from Arden Court and the disturbance of the Ward's tranquility.
7. Since March S, 2008, the Ward has been moved to the Country Meadows Facility in
Hershey, Pennsylvania.
8. On or about June 16, 2008, Keystone Guardianship Services became aware that the
Respondent, Harold Canner, was entering the room of the Ward at Arden Court of Susquehanna,
2625 Ailanthus Lane, Harrisburg, Dauphin County, Pennsylvania 17110.
9. On at least one of these occasions, it is alleged by the Petitioner that Mr. Canner
engaged in improper physical contact with the Ward. Inasmuch as, upon entry into the room, the
Ward's pants were off her person and Mr. Canner was the only person in the room with her and
1:he doors were locked. (See copy of letter attached hereto as Exhibit 3 dated June 16, 2008, to
1:he Respondent, Harold Canner).
10. The Respondents, Eugene and Bonnie Comp, have been to visit the Ward on several
occasions since the entry of the Order at Arden Court on July 23, July 31, August 5 and August
13, 2008, and on subsequent occasions at Country Meadows.
11. After each respective visit to the Ward, the Ward is extremely agitated, as evidenced
by signs of extreme anxiety, throwing things, and is extremely disruptive in all ways to the staff.
REQUEST FOR A MODIFIED ORDER
12. It is believed and therefore averred, that an Order enjoining the above-captioned
Respondents from contacting, directly or indirectly, Janette Neely is appropriate based upon the
following reasons:
a. It is believed and therefore averred, that the Ward's contact with both sets of
Respondents is injurious to her health.
b. It is believed and therefore averred, that any ongoing contact with either of the
two sets of Respondents could result in permanent physical injury or the death of the Ward based
upon her medical needs and condition.
WHEREFORE, it is respectfully requested that This Honorable Court enter a
modified Order which precludes either Harold Casner or Eugene and Bonnie Comp from directly
or indirectly contacting the Ward wherever she may be situated.
