I, PAUL H. KING, of East Pennsboro Township, Cumberland County, Pennsylvania,
declare this to be my Last Will and Testament hereby revoking all prior Wills and Codicils. My
children, Richard Kling and Linda J. Himes, are living at the date of the execution of this, my
Last Will and Testament.
ITEM I. I direct that the expenses of my last illness and funeral be paid from my
estate as soon as practicable after my death.
ITEM II. I intend to give and bequeath certain items of my personal property and
jewelry to certain individuals within my family and I shall do so by written memorandum which
shall be dated and signed at the end thereof, directing my Executor or Executrix to dispose of my
items of tangible personal property.
ITEM III. I give, devise and bequeath ali of the remainder of my estate of
whatsoever nature and wheresoever situate, to my son, Richard Kling, if he survives my death by
thirty (30) calendar days.
ITEM IV. If my son, Richard Kling, does not survive thirty (30) calendar days after
my death, then I give, devise and bequeath all of the remainder of my estate and property, of

whatsoever nature and wheresoever situate, to my daughter-in-law, Margueritte H. Kling, if she
survives my death by thirty (30) calendar days.
ITEM V. I authorize my Executor or Executrix to exercise the following powers in
addition to those given by law, to be exercised in their sole discretion:
(a) To retain any or all of the assets of my estate without regard to any principal
of diversification, risk or productivity.
(b) To compromise any claim or controversy.
(c) To borrow money from any Executor or Executrix, and to mortgage or pledge
any real or personal property.
(d) To sell at public or private sale, to exchange or to lease, for any period of
time, any real or personal property and to give options for sales, exchanges or leases, for
such price and under such terms or conditions as they deem proper.
(e) To repair, alter or improve any real or personal property.
ITEM VI. I appoint my son, Richard Kling, as Executor of this, my Last Will
and Testament. If he is unable or unwilling to act as Executor, then I appoint my daughter-in-
law, Margueritte H. Kling, to serve as Executrix. I direct my Executor or Executrix be
authorized to act in his or her discretion and without bond or order of court.
ITEM VH. All estate, inheritance, succession and other death taxes, imposed or
payable by reason of my death, and interest and penalties thereon, with respect to all property
comprising my gross estate for death tax purposes, whether or not such property passes under

this Will, shall be paid out of the principal of my general estate, as if such taxes were
administrative expenses, without apportionment or fight of reimbursement. I authorize my legal
representative to pay all such taxes at such time or times as may be deemed advisable.

For dates of death on or after July 1, 1994 and before January 1, 1995, the tax rate imposed on the net value of transfers to or for the use of the surviving spouse is 3%
[72 P.S. §9116 (a) (1.1) (i)].

The statute does not exempt a transfer to a surviving spouse from tax, and the statutory requirements for disclosure of assets and filing a tax return are still applicable even

The tax rate imposed on the net value of transfers to or for the use of the decedent's lineal beneficiaries is 4.5%, except as noted in 72 P.S. §9116(1.2) [72 P.S. §9116(a)(1)].
The tax rate imposed on the net value of transfers to or for the use of the decedent's siblings is 12% [72 P.S. §9116(a)(1.3)]. A sibling is defined, under Section 9102, as a
individual who has at least one parent in common with the decedent, whether by blood or adoption.

~o,nsylvania law requires that all real estate be valued as of the most recent county-wide reassessment. The last
reassessment, or tax base year, was 1974. Since the last reassessment in 1974, properties have been assessed at 25% of the
1974 value (the "Pre-Determined Ratio"). The new tax base year will be the Year 2000, with the new assessed values
becoming effective for the 2001 tax year. The Pre-Determined Ratio has been changed to 100%. Your new assessed value
equals your Year 2000 market value.
It is very important for you to know that when the new 2000 tax base is determined after this reassessment, all taxing
districts are required by law to lower the millage rate by the Same proportion that the tax base went up. The law
provides that in the first year after reassessment (2001), the county and all townships and boroughs may not increase overall
revenue by more than five percent (5%) and school districts may not increase overall revenue by more than ten percent (10%).
The county and the other taxing bodies will make these decisions next year, and may choose not to increase overall revenue.
Of course, some individual's taxes will go up or down by more than those percentages. The essential point is that an
increase in market values does not necessarily mean a corresponding increase in taxes. Individual changes in taxes
will depend upon a specific property's change as compared to the overall change for the taxing district.
The ESTIMATED impact statement printed below is our best estimate of change, based on 2000
COUNTY tax figures. This estimate does not include any borough, township, or school district impact.

children, Richard Kling and Linda J. Himes, are living at the date of the execution of this. my
Last Will and Testament.
ITEM I. I direct that the expenses of my last illness and funeral be paid from my
estate as soon as practicable after my death.
ITEM II. I intend to give and bequeath certain items of my personal property and
jewelry to certain individuals within my family and I shall do so by written memorandum which
shall be dated and signed at the end thereof, directing my Executor or Executrix to dispose of my
items of tangible personal property.
ITEM III. I give, devise and bequeath all of the remainder of my estate of
whatsoever nature and wheresoever situate, to my son, Richard Kling, if he survives my death by
tlfirty (30) calendar days.
ITEM IV. If my son, Richard Kling, does not survive thirty (30) calendar days after
my death, then I give, devise and bequeath all of the remainder of my estate and property, of
whatsoever nature and wheresoever situate, to my daughter-in-law. Margueritte H. KiNg. if she
sur¥ives my death by thin3.' (30) calendar days.
ITEbI V. I authorize my Executor or Executrix to exercise the following powers in
addition to those given by la,v, to be exercised in their sole discretion:
(a) To retain any or all of the assets of my estate without regard to any principal
of diversification, risk or productivity..
(b) To compromise any claim or controversy.
(c) To borrow money from any Executor or Executrix, and to mortgage or pledge
any real or personal property..
(d) To sell at public or private sale, to exchange or to lease, for any period of
time, any real or personal property and to give options for sales, exchanges or leases, for
such price and under such terms or conditions as they deem proper.
(e) To repair, alter or improve any real or personal property.
ITEM VI. I appoint my son, Richard Kling, as Executor of this, my Last Will
and Testament. If he is unable or unwilling to act as Executor, then I appoint my daughter-in-
law, Margueritte H. Kling, to serve as Executrix. I direct my Executor or Executrix be
authorized to act in his or her discretion and without bond or order of court.
ITEM VII. All estate, inheritance, succession and other death taxes, imposed or
payable by reason of my death, and interest and penalties thereon, with respect to all property

DISCOUNT:
If any tax due is paid within three (3) calendar months after the dacadent's death, a five percent (SI) discount
of the tax paid is allowed.
PENALTY:
The 15X tax amnesty non-participation penalty is computed on the total of the tax and interest assessed, and not
paid before January 18, 1996, the first day after the end of the tax amnesty period.
iNTEREST:
Interest is charged beginning with first day of delinquency, or nine (9) months and one (1) day from the date of
death, to the date of payment. Taxes which became daIinquent before January l, 1982 bear interest at the rate of
six (6Z) percent per annum calculated at a daily rate of .gOO16q. All taxes which became delinquent on and after
January 1, 1982 eilZ bear interest at a rate which wi1! vary from calendar year to calendar year with that rate

DISCOUNT:
If any tax due is paid within three ($) calendar months after tho decedant's death, a flva percent (SZ) discount
of the tax paid is allowed.
PENALTY:
The 151 tax amnesty non-participation penalty is computed on the total of the tax and interest assessed, and not
paid before January 18, 1996, the first day after the and of the tax amnesty period.
INTEREST:
Interest is charged beginning with first day of delinquency, or nine (9) months and Dna fi) day from the date of
death, to the date of payment. Taxes which became delinquent before January 1, 198g bear interest at the rate of
six (61) percent par annum calculated at a daily rata of .O0016q. All taxes which became delinquent on and after
January 1, 1982 will bear interest at a rate which will vary from calendar year to calendar year with that rate
announced by the PA Department of Revenue.
