On November 6, 2007 Judge M. L. Ebert appointed the Cumberland County Office of
Aging the emergency temporary Guardian of the Person and Estate of Lieselotte Schall.
She is also known as Rosemary Schall, Rosemary Sanchez, and Lieselotte Chubb.
Following the hearing, Ms. Schall was transported from the Carlisle Regional Center to
the Shippensburg Health Care Center where she was admitted. On December 5, 2007,
the Cumberland County Office of Aging was appointed Permanent Guardian of the
Person and Estate.
At that time of the emergency guardianship, Ms. Schall had a checking account at
Orrstown Bank with a balance of $3071.17. When she was in the hospital, staff found
$1490 on her person which they transferred with her when she was admitted to the
nursing home. This money was turned over to the Office of Aging and we deposited
this money into her account.
Beginning in January 2008, the Office of Aging opened a guardianship account at
Orrstown for Rosemary. We requested her social security check be deposited into this
new account. When that started the funds from her personal account were transferred
over to the new account and the old account was closed.
During 2008, Ms. Schall's monthly income from social security was $729.00. The Office
of Aging applied for medical assistance and it was approved. The cost of the nursing
home is approximately $584 a month. At the time of the appointment, the court order
included a provision allowing the Office of Aging to be compensated for guardian
services as determined by the County Board of Assistance. This amount was
determined to be $100.00 per month.

The Office of Aging set up pre-funeral arrangements with the Hollinger Funeral Home
for $3128.00. In addition there were some payments made for emergency medical
services.
Ms. Schall is co-owner of a trailer where she had been living and she had been paying
the monthly mortgage. The Board of Assistance determined the trailer to be of no value
and her companion continues to live there.
Attached is a financial summary of Rosemary Schall's income and expenses. Also
attached is a spread sheet representing the checking account register.
