From the paperwork, you will be able to see Ms. Horter and her daughter clearly desire for us to have the car and we would all like to have this matter finalized as soon as possible and move forward. We are asking for etition to obtain a title for the 1989 Chevrolet Caprice, license number and for said title to be put into the name of Christian Life Assembly. G CL ??? fct.?1 Petition to Obtain Title: 1989 Chevrolet Caprice August 2007 - Romaine Horter was moving to Vermont this very day to live near her daughter, Sharon Groblicki. She wanted to donate a 1989 Chevy Caprice to be given to someone who really needed it. We accepted the car she had driven up to our CLA parking lot. The car was to be given to Ms. Jennifer Keim. Title & keys to said vehicle were given to Ms. Keim within 48 hours with the understanding that she would get title transferred into her name, (her father was to help her with this) and put the car to good use as soon as possible After 2 weeks the car was still in the CLA parking lot so we contacted Ms. Keim to see what was holding her up. She said she needed Ms. Horter to sign it over to her. We indicated we would get power of attorney and help her with that so she would have the car. We received a simple POA from Ms. Horter, notarized ready to go. We again contacted Ms. Keim to set up a time to help her with this. January 2008 calls & emails to Ms. Keim to explain that if she doesn't want the car to bring the title and keys back. No response. February 2008 Pastor Jim Schambach has tried to contact Ms. Keim, the church office continues to try. March 2008 Additional messages left to Ms. Keim to bring the title 8s keys by end of month or we would need to have an attorney get involved. Different people tried to meet with Ms. Keim to receive the title 8v keys, she would not show May 2008 Attorney Mark Thomas was given the information and background and was going to take steps to solve this matter Throughout the summer We made calls about having the car towed away, getting a new title etc July 2008 We wrote to Sharon (Ms. Horter's Daughter) asking for another POA so we could apply for a new title, the option of having it towed would incur a fine for Ms. Horter since the title was still in her name and CLA wanted to give this "good condition" car to a needy person. In working with PA Auto License Brokers to get a new title, we were told we needed to get a whole new set of paper work from Ms. Horter's daughter since she has POA for her mother. We obtained the necessary paper work and mailed to Sharon. During this time Sharon's husband passed away. Weeks went by before she responded and said she lost the papers with all the funeral preparations etc. We resent the forms. October 2008 Attorney Mark Thomas had no success in retrieving the title & keys, we now have papers back from Sharon but find out now we need a copy of the original paperwork making Sharon the POA for Ms. Horter. Letter and forms sent to Sharon and finally received back. November 2008 called PA Auto License Brokers to make sure we have EVERYTHING now to proceed with title application. January 2009 We go to PA Auto License Brokers with ALL the paper work and check for payment of cost, at this point we are told the POA paper work is expired and the Notary in Vermont did not sign in the appropriate place. February 2009 We sent a letter and paperwork back to Sharon with apologies and offer to pay for notary fees, postage etc. We made it clear we needed new paperwork. Explained what was needed. March 2009 Sharon returned the paperwork, the same paperwork! All she did was sign her name where the notary should have. Her note said" I hope this takes care of it"...leaving us at square one again. I, Romaine Horter, formerly a resident of Lemoyne, PA, do hereby grant to Judith C. Lobb a limited Power of Attorney for the sole purpose of transferring ownership of the 1989 Chevrolet that I have donated to Christian Life Assembly. I can only pray you will be understanding and patient with us. Well, once again I have a problem with getting paper work done on the car. You may remember the lady we gave the keys & title to did not follow through, and has refused to return, mail to us or in any way return them. I have had a lawyer involved, our church board, the Dept of Motor Vehicles, and my own time effort. Finally getting the ok from our attorney to apply for lost title, I took the papers you provided for us, made the trip to do this only to find out the papers were no longer valid, expired dates and you had not signed in the proper place. Needless to say I was devastated. We very much want to bless someone with Romaine's car, rather than just have it towed away. Would you be willing to do the paperwork once again for us and I would take it as soon as received to the office to apply for the lost title. We will be happy to reimburse you for the notary cost and postage, if you would let me know the amount. Again I am so sorry to have to intrude on your time once again. Now, I am embarrassed to tell you that the car Romaine donated is still sitting on our lot. I won't go into all the details but will say the young mother we gave it to has certainly let us not followed down. She was given the title and keys We ev en had an attorney try toy geand t the has and keys through with any of steps to take the c back and she still did not respond. We have tried to be very understanding but now we must take some positive action of our own. We will work with an agency here through Penn-Dot that helps with this sort of problem. We need to get a copy of the title so we can give the car to someone else. Would you be kind enough to do another power of attorney a fine for Romaine because the title is still in her have it so we can do this? The only other option is to towed off the lot and then it might m name. We don't want to have it towed we want to give to someone in need. The power of attorney this time will allow me and the person getting the car to sign over at this agency and it should all go smoothly. I blame myself for not getting you to transfer title before accepting the car, at the time I didn't foresee the problem, so my apologies for a further inconvenience. I have enclosed two forms to be filled out per the request of Penn Dot. Also return address envelope for your convenience.
