For dates of death on or after July 1, 1994 and before January 1, 1995, the tax rate imposed~on the net value of transfers to or~for the use of~the
surviving spouse is three (3) percent [72 P.S. §9116 (a) (1.1) (i)).
For dates of death on or after January 1, 1995, the tax rate imposed on the net value of transfers to or for the use of the surviving spouse is zero
(0) percent [72 P.S. §9116 (a) (1.1) (ii)]. The statute does not exemofi transfer to a surviving spouse from tax, and the statutory requirements
for disclosure of assets and filing a tax return are still applicable even if the surviving spouse is the only beneficiary.
For dates of death on or after July 1, 2000:
The taz rate imposed on the net value of transfers from a deceased child twenty-one years of age or younger at death to or for the use of a
natural parent, an adoptive parent, or a stepparent of the child is zero (0) percent [72 P.S. §9116 (a) (1.2)].
The taz rate imposed on the net value of transfers to or for the use of the decedent's lineal beneficiaries is four and one-half (4.5) percent,
except as noted in 72 P.S. §9116 1.2) [72 P.S. §9116 (a) (1)].
The tax rate imposed on the net value of transfers to or for the use of the decedent's siblings is twelve (12) percent [72 P.S. §9116 (a) (1.3)i. A
sibling is defined under Section 9102, as an individual who has at least one parent in common with the decedent, whether by blood or adoption.

Last Will and hereby revoke all prior Wills and Codicils made by me.
FIRST: I direct that all my just debts and funeral expenses be paid out of my
estate as soon as practicable after my death.
SECOND: I make the following chazitable gifts:
A. I give the sum of ONE THOUSAND and No/100 DOLLARS ($1,000.00) to
the HUMANE SOCIETY OF HARRISBURG AREA, INC., Sinclair and Eppley Roads,
Mechanicsburg, Pennsylvania.
B. I give the sum of ONE THOUSAND and No/ 100 DOLLARS ($1,000.00) to
the HUMANE SOCIETY OF HARRISBURG AREA, INC., 7790 Grayson Road,
Harrisburg, Pennsylvania.
THIRD: I make the following individual gifts:
A. The sum of TEN THOUSAND and No/ 100 DOLLARS ($10,000.00) to my
daughter, GAIL SUSAN KEMP DROPPING;
B. The sum of TEN THOUSAND and No/ 100 DOLLARS ($10,000.00) to my
daughter, LINDA KAY KEMP O'CONNELL;
C. The sum of FIVE HUNDRED and No/ 100 DOLLARS ($500.00) to my son,

A. I devise 115 acres of undeveloped land in Huntingdon County

Bradenton, FL 34209;
B. I direct that my dwelling, located at 244 Richland Road, Carlisle,
Cumberland County, Commonwealth of Pennsylvania, be sold and the net
proceeds be distributed to ELIZABETH ANNE FREEMAN CROW, JEFFREY
ELLIOTT FREEMAN, GAIL SUSAN KEMP DROPPING and LINDA KAY KEMP
O'CONNELL, share and shaze alike, per stirpes;
C. I bequeath my 1994 Ford 150 truck to my stepson, JEFFREY ELLIOTT
FREEMAN;
D. I bequeath my 1999 Buick sedan to my daughter, GAIL SUSAN KEMP
DROPPING;
E. I bequeath my 1996 Buick station wagon to my stepdaughter, ELIZABETH
ANNE FREEMAN;
F. I bequeath all personal effects of my first wife, FRANKIE DUCKWORTH
KEMP, to my daughters, GAIL SUSAN KEMP DROPPING and LINDA KAY
KEMP O'CONNELL, in equal shazes, shaze and shaze alike, per stirpes,
G. I bequeath all my household furnishings and personal effects to GAIL
SUSAN KEMP DROPPING, JEFFREY ELLIOTT FREEMAN and ELIZABETH
ANNE FREEMAN, in equal shares, share and shaze alike, per stirpes.
SIXTH: All the rest, residue and remainder of my estate, of whatever nature
and wherever situate, I give, devise and bequeath to my grandchildren, JENNIFER
O'CONNELL, PATRICK O'CONNELL, MITCH DROPPING, NOLAN RICHARD FOYE
CROW and KARA BELLE RENEE FREEMAN, in equal shares, share and share alike,
per stirpes.
SEVENTH: If any of my children shall have predeceased me or should survive
me by a period of less than thirty (30) days, the share that otherwise would be
distributed to that child shall pass instead to those of my children who shall have
survived me by a period of thirty (30) days, in equal shares, per stirpes and not per
capita,

EIGHTH: In the event that the assets within my residual estate are insufficient
to pay all gifts provided for in this, my will, so that it is necessary to abate the gifts
herein, I direct that gifts be paid in the order in which they are set forth, so that those
gifts last set forth shall be first to abate.
NINTH: I nominate, constitute and appoint my wife, CHARLENE BOYD KEMP,
as the Executrix of this my Will. Should she be unable or unwilling to serve for any of
the reasons set forth in Pazagraph FIFTH of this my Will, then I nominate, constitute
and appoint my daughter, GAIL SUSAN KEMP DROPPING, as successor Executrix of
this my Will. Should she be unable or unwilling to serve for any of the reasons set
forth in Paragraph FIFTH of this my Will, then I nominate, constitute and appoint my
step-daughter, ELIZABETH ANNE FREEMAN CROW, as successor Executrix. My
Executrix and successor Executrices shall be excused from entering Bond in all
jurisdictions.
TENTH: I give my Executrix and successor Executrices the fullest power and
authority in all matters and questions and to do all acts which I might or could do if
living, including, but without restrictions to investments permitted by law, sell, at
public or private sale, for cash or credit, with or without security mortgage, lease and
dispose of and distribute in kind, all real and personal property at such times and
upon such terms and conditions as they deem advisable and to make any required
division or distribution in cash or in kind or in both and at such values as they may
fix.
ELEVENTH: All inheritance, estate, succession or transfer taxes, whether
State, Federal or otherwise, or any other tax in the nature thereof, which may be pay-
able by reason of my death, shall not be apportioned but shall be paid, together with
any interest or penalties, out of my residuary estate as if such taxes were admini-
stration expenses.
TWELFTH: I direct that the reasonable expense of packing, shipping, insuring
and delivering any such property to a beneficiary entitled thereto shall be paid by my
Executrix or successor Executrices as an administrative expense of my estate. In
addition, to the' extent practical in my Executrix's discretion, I bequeath any policy of
insurance on such property to the beneficiary to whom such property is bequeathed.
THIRTEENTH: If any item specifically devised or bequeathed in this will is not
a pazt of my estate at the time of my death, such devise or bequest shall lapse.
FOURTEENTH: It is my desire and I so direct that my remains be buried with
those of my first wife, FRANKIE DUCKWORTH KEMP.

FIFTEENTH: It is my desire and I so direct that JOSEPH B. SOBEL, ESQUIRE,
of Harrisburg, Pennsylvania, be retained by my Executrix or successor Executrices, to
