For dates of death on or after July 1, 1994 and before January 1, 1995, the tax rate imposed on the net. value of transfers to or for the use of the
surviving spouse is three (3) percent [72 P.S. §9116 (a) (1.1) (i)].
For dates of death on or after January 1, 1995, the tax rate imposed on the net value of transfers to or for the use of the surviving spouse is zero
(0) percent [72 P.S. §9116 (a) (1.1) (ii)]. The statute does not exempt a transfer to a surviving spouse from tax, and the statutory requirements
for disclosure of assets and filing a tax return are still applicable even if the surviving spouse is the only beneficiary.
For dates of death on or after July 1, 2000:
The tax rate imposed on the net value of transfers from a deceased child twenty-one years of age or younger at death to or for the use of a
natural parent, an adoptive parent, or a stepparent of the child is zero (0) percent [72 P.S. §9116 (a) (1.2)].
The tax rate imposed on the net value of transfers to or for the use of the decedent's lineal beneficiaries is four and one-half (4.5) percent,
except as noted in 72 P.S. §9116 1.2) [72 P.S. §9116 (a) (1)].
The tax rate imposed on the net value of transfers to or for the use of the decedent's siblings is twelve (12) percent (72 P.S. §9116 (a) (1.3)]. A
sibling is defined under Section 9102, as an individual who has at least one parent in common with the decedent, whether by blood or adoption.

I, VINCENT P. CLARKS, of New Cumberland, Cumberland
County, Pennsylvania, declare this to be my Last Will and Testament
and hereby revoke all prior Wills and Codicils made by me.
ITS I. I direct that all of my debts, funeral expenses
and the cost of my gravemarker, if any, shall be paid from my
estate as soon as practicable after my decease as a part of the
administrative expenses of my estate.
ITEM II. I give, devise and bequeath all of my estate,
of every nature and wherever situate, unto my wife, RUTH L. CLARKS,
provided she shall have survived me by thirty (30) days.
ITEM III. Should my wife, RUTH L. CLARKS, predecease
me or die on or before the thirtieth (30th) day following my
death, I give, devise and bequeath all of my estate, of every
nature and wherever situate, in equal shares unto my c1-,ildren,
VINCENT P. CLARKS, JR. now of Lansdale, Pennsylvania; THOMAS
C. CLARKS now of Burke, Virginia; REBECCA L. PARTHEMORE now of
New Cumberland, Pennsylvania; MARK A. CLARKS now of Wormleysburg,
Pennsylvania; and MATTHEW A. CLARKS now of New Cumberland, Pennsyl-
vania, share and share alike. Should any of my children predecease
me, the share that such child would have received from my estate
shall be given unto his or her issue, per stirpes, if any. If
such child shall have died without issue surviving him or her,
such child's share shall then be given in equal shares unto my
surviving children.
ITS IV- I direct that all estate, transfer, inheritance
and succession taxes upon or in respect to the estate of which
I shall die seized and possessed, and upon all other property
upon which or in respect to which any such taxes may be due and
owing shall be paid out of the principal of my residuary estate
as if they were my debts, without an apportionment or right

principal and income made by this Will or by any Codicil thereto
shall be free and clear thereof. In the discretion of my Personal
Representative, taxes on future or limited interests may be prepaid.
ITEM V. I appoint my wife, RUTH L. CLARKS, as Executrix
of this my Last Will and Testament. Should she fail to qualify
or cease to act in such capacity, I then appoint my sons, VINCENT
P. CLARKS, JR. and THOMAS C. CLARKS, Contingent Co-Executors
of this my Last Will and Testament. No bond shall be required
of my Personal Representative(s) in any jurisdiction.
ITEM VI. In addition to the powers given by law to
my Personal Representative (herein fiduciary) in the administration
of my estate, he shall have the following discretionary powers
applicable to all real and personal property held by him, including
property held for minors, effective without court order until
actual distribution. (The words "he" and "him" as used herein

A. To retain any property received and to invest any
funds held by him during the term of my Personal Representative's
service in any stocks, bonds, notes or other securities or property,
real or personal, within the limitations of the law.

I am engaged or in which I have an interest at the time of my
death for the term of his service as he deems advisable, with
the power to borrow money and to pledge the assets of the business
and to do all other acts which I', in my lifetime, could have
done, or to delegate such powers to a partner, manager or employee
without liability for any loss occurring therein.
C. To hold investments in the name of a nominee and
exercise and dispose of warrants.
D. To sell or otherwise dispose of any property, real
or personal, at any time forming a part of my estate, during
the term of his service, for cash, property or credit, in such
manner and on such terms as my Persor~il Representative deems

advisable within the limitations of the law.
E. To manage, operate, repair, improve, mortgage or
lease for any term any real estate at any time held or owned
by my Personal Representative.
F. In general, to exercise all powers in the management
and settlement of my estate which any individual could exercise
in the management of similar property owned in his own right
upon such terms and conditions as my Personal Representative
deems best, and to execute and deliver all instruments and to
do all acts which he may deem necessary or proper to carry out
the functions of a Personal Representative.
G. To engage in litigation and compromise, arbitrate
or abandon claims and property.
H. No interest of any beneficiary of my estate shall
be subject to anticipation or to pledge, assignment, sale or
transfer in any manner by the beneficiary, nor shall any beneficiary
have power in any manner to charge or encumber his or her interest,
nor shall the interest of any beneficiary be liable or subject
in any manner while in the possession of the Personal Representative
hereunder for the liability of such beneficiary, whether such
liability arises from his or her debts, contracts, torts or other
agreements of any type.

THIS DEED
MADE this 21st day of May, in the year two thousand seven (2007);
BETWEEN FREDERICK W. KELLER, hereinafter called Grantor,

VIl~TCENT P. CLARKS and RUTH L. CLARKS, husband and wife, hereinafter called
Grantees,
WITNESSETH, that in consideration of the sum of ONE HUNDRED EIGHTY-FIVE
THOUSAND and 00/100 ($185,000.00) DOLLARS, in hand paid, the receipt whereof is hereby
acknowledged, the said Grantor does hereby grant and convey, in fee situp e, to the said Grantees
ALL THAT CERTAIN Unit, being Unit No. 5332 (the "Unit"), of Wesley Mews
Condominium (the "Condominium"), located in Lower Allen Township, Cumberland County,
Pennsylvania, which Unit is designated in the Declaration of Condominium of Wesley Mews
Condominium (the "Declaration of Condominium") and Declaration Plats and Plans as recorded
in the Office of the Recorder of Deeds of Cumberland County in Miscellaneous Book 554, page
902, and in Right of Way Plan Book 11, page 95, respectively, together with any and all
amendments thereto.
TOGETHER with an undivided percentage interest in the Common Elements as more
particularly set forth in the aforesaid Declaration of Condominium and Declaration Plats and
Plans, as last amended.
TOGETHER with the right to use the Limited Common Elements applicable to the Unit
being conveyed herein, pursuant to the Declaration of Condominium and Declaration Plats and
Plans, as amended.
UNDER AND SUBJECT to any and all covenants, conditions, restrictions, rights-of--way,
easements and agreements of record in the aforesaid Office, the aforesaid Declaration of
Condominium, and matters which a physical inspection and survey of the Unit and Common
Elements would disclose.
The Grantee, for and one behalf of the Grantee and the Grantee's heirs, personal
representatives, successors and assigns, by the acceptance of this Deed, covenants and agrees to
pay such charges for maintenance, repairs, replacements and other expenses in connection with
the Common Elements, and the Limited Common Elements appurtenant to said Unit, as may be
assessed against him, her, them, it, or said Unit, from time to time by the 1?xecutive Board of the
Wesley Mews Condominium Act of Pennsylvania, and further covenants and agrees that the Unit
conveyed by this Deed shall be subject to a lien for all amounts so assessed except insofar as
Section 3407(c) of said Uniform Condominium Act may relieve a subsequent Unit Owner of
liability for prior unpaid assessments. This covenant shall run with and bind the Unit hereby
conveyed and all subsequent owners thereof.
BEING THE SAME PREMISES which Frederick W. Keller and Therese A. Keller,
husband and wife, by their deed dated December 27, 2006 and recorded January 3, 2007, in the
Office of the Recorder of Deeds in and for Cumberland County, Pennsylvania, in Deed Book 278 at
page 1083, granted and conveyed unto Frederick W. Keller, Grantor herein.
AND the said Grantor will warrant specially the property hereby conveyed.
