APPLICATION OF C. GRAINGER BOWMAN AND SANDRA LEANNA h. BOWMAN
FOR ABSENTEE BALLOT
AND NOW COME C. Grainger Bowman and Sandra LeAnna H. Bowman, citizens of
Cumberland County, who apply to this Honorable Court for an absentee ballot, and in support
thereof aver as follows:
C. Grainger Bowman and Sandra LeAnna H. Bowman ("Bowmans"), are adult
individuals, residing at 3 Northfield Way, Silver Spring Township, Cumberland County, PA, and
are citizens of Pennsylvania and the United States of America. Bowmans are registered to vote
and have voted for decades in the Silver Spring Township precinct situate at the Cumberland-
Perry Vocational Technical School in Cumberland County.
2. Bowmans will not be in the Commonwealth of Pennsylvania on November 3, 2009,
General Election day, for reasons of vacation, which were just recently planned.
3. In the past two weeks, Bowmans have made several unsuccessful efforts to apply for an
absentee ballot to vote in this year's General Election However, on each occasion when
Bowmans planned to apply for an absentee ballot, Bowmans were unexpectedly prevented and
constrained by events, which involved the care of Thomas O. Hendry (Sandra's 90 year old
father), where ailments, or doctors appointments, or meetings became necessary to address the
needs and cares of Thomas Hendry.

4. The unexpected interruptions caused Bowmans to miss the date for the application for an
absentee ballot (October 27, 2009) for each of them. Bowmans, while aware of the deadline, did
not anticipate the numerous intervening events that prevented them from applying for an
absentee ballot in a timely manner.
5. Bowmans apply to this Court for relief from the deadline for applying for an absentee
ballot, and seek judicial approval of the Bowmans being permitted to have an absentee ballot
delivered to them, and approval for them to cast their votes in the General Election on November
3, 2009, in that the failure to apply on time was beyond their practical and reasonable control,
and that to deny them the vote would be to disenfranchise these citizens who have regularly and
dedicatedly voted in nearly all of the elections in Pennsylvania for which they have been
registered.
WHEREFORE, C. Grainger Bowman and Sandra LeAnna H. Bowman apply to this Court for
an Order permitting Bowmans to receive and cast an absentee ballot for the General Election for
the precinct of Silver Spring Township, where the votes are cast at the Cumberland Perry
Vocational Technical School, upon proper proof of their identity to the Cumberland County
Bureau of Elections.

ORDER
AND NOW, having considered the Application of C. Grainger Bowman and Sandra
LeAnna H. Bowman for Absentee Ballot and it appearing that the Application has merit, it is
hereby Ordered that the Bureau of Elections of Cumberland County shall prepare and deliver to
C. Grainger Bowman and Sandra LeAnna H. Bowman one absentee ballot for each of them
appropriate for the precinct in Silver Spring Township, Cumberland County in which they are
registered, and shall permit them to cast the absentee ballots in the normal course, as though they
had applied for
in a tip*ly manner.
