Following a hearing on the merits on a petition to declare Robert C. Wallower an
incapacitated person and appoint a plenary guardian of his person and plenary guardian
of his estate, we find the following facts:
(1) Robert C. Wallower, born October 19, 1957, age 52, who suffers from
paranoid schizophrenia, is an incapacitated person in that his ability to receive and
evaluate information effectively and communicate decisions are impaired to such an
extent that he is partially unable to manage his financial resources, and partially unable
to meet the essential requirements for his physical health and safety.
(2) Robert C. Wallower is in need of a limited guardian of his estate and a limited
guardian of his person, not a plenary guardian of his estate and plenary guardian of his
person.
THEREFORE, IT IS ORDERED:
AND NOW, this 0 S~ day of December, 2009:
(1) Lori I. Wallower, the sister of Robert C. Wallower is appointed limited
guardian of the estate of Robert C. Wallower and limited guardian of the person of
Robert C. Wallower, and is to serve without a bond.
(2) The duration of the need for these limited guardianships is indefinite.

(3) The limited guardian of the person of Robert C. Wallower shall have the
following powers:
(a) To assist him in maintaining an adequate place to live that is properly
cared for, but it shall not include the power to commit him to a residential care
facility.
(b) To ensure that he maintains an adequate diet for his health and well-
being and receives all medical services needed for his health and well-being,
including the taking of prescribed medications.
(4) The limited guardian of the person of Robert C. Wallower shall have the
following powers:
(a) Control over his investments accounts, ensuring that all his necessary
expenses of living are paid for, and requiring that he apply for COBRA medical
insurance that he may be entitled to as a result of his leaving his employment,
where he had medical benefits, on October 7, 2009, and ensuring that any
premiums for such insurance are paid by him. The guardian shall not have the
power to apply for or require Robert C. Wallower to apply for social security
disability against his will, and shall encourage him to obtain employment that he
wants to undertake.
