Permanent Guardian of the Estate, Keystone Guardianship
Services, of the above-captioned alleged incapacitated
individual, and respectfully submits the explanation as
requested by Order of Court dated March 3, 2010, to the
Honorable Judge Ebert.

Shelley and Connie traveled to 3i~ Carol Street New Cumberland, PA, home of Sven
Jensen to search the residence with representatives of the Cumberland County Office of
Aging and Community Services, Karen and Pricilla.
We removed several items which we believed to be of high risk for stealing from the
residence. See pictures of same held in file, guns, swords, knives etc.
We also removed a tin of change.
Also received box of papers to try to locate assets and bills that need to be inventoried and
or paid. All individuals present searched through drawers, piles of papers and
miscellaneous closets and cabinets to locate items of value.
Received key for the front door of the house and key to the Van parked in front of the
house.
We were advised by Karen that she had the locks changed, the police notified and the
humane society regarding the cat.

We stopped at HNB to sign the proper documents to open a checking and savings account
for Sven. Also gave the tin of change to be deposited to the checking account.
We traveled to Social Security Office to become the Representative Payee for his Social
Security Benefits.
We went to Sovereign Bank on 28th Street to present our Court Order and Documentation
to be listed on his accounts held with them and to close the accounts held there to transfer
the funds to Halifax National Bank.

Prior to arriving at Manor Care I had a discussion with Priscilla in which she advised me
that Manor Care told her that she should consider moving Sven. Priscilla said this
probable came about because he spun his roommate around in his wheel chair and pushed
out of the room. Sven did not hurt him but just his actions were not appropriate and the
facility feel that they can not provide a type of atmosphere and engaging activities to meet
Sven's needs.
Traveled to Manor Care in Carlisle to visit with Sven.
He was well dressed and groomed. He was very friendly and open to discussion, however,
he immediately asked if I talked to Barbara and when I told him I did not he went to the
nurses station reached around the corner and retrieved the telephone and dialed Barbara's
phone number. He said nothing happened and he didn't know why the call went blank.
I asked Sven if he wanted his accordion with him; he replied that might be nice. When
asked if he needed any thing he said no and that he is only staying here briefly until he and
Barbara can get to their house together.
We talked again of his 25 years at the Bar Association and how he hated to retire.
Seven asked me if I talked to Barbara's sister. I waited to see if he stated her name then I
acted like I was trying to recall the name and said is it Sonya he replied no, but could not
come to the name of Sandra. When I stated Sandy he said yes that is it. I did tell him I did
talk with Sandy and am trying to work out some matters she is dealing with for Barbara.

Traveled to Sven's house and Sandra and her husband were there. They loaded up one of
the travel crates and she said that they will be leaving because they accomplished the
packing faster than she had thought. She showed me where she put some of the things that
she thought should be given to Sven or his family and gave me some names and addresses
she thought maybe helpful for me in contacting his family.
We did discuss the income tax return and I told her that I would take care of filing that
jointly, but would need Barbara's information to do that.
We also discussed the money and when Sven's money would be used to pay for her care.
She said her attorney said that there is no point at which it has to be done. I told her that
we are both in decisions in that she is Barbara's advocate and I am Sven's advocate and we
both have families that we need to consider, and that was the end of that discussion. CES

Sandy told her she could have Barbara's books that were left in the house. Mary did not
want them but the friend down the street that was bring and taking back book to the
library for Barbara during her time at home would like to have them to give to the library.
A friend of Mary's son is interest in purchasing the house; I told her he could offer a bid but
we will not disclose the appraisal and that generally we sell with broker or public sale. In
this case the amount of "stuff' left in the house will determine if a public sale is a
possibility
She gave a general update as to her knowledge of Sven & Barbara as she saw it over the
years. She mentioned the dog Odgen's death, retiring and Barbara's declining health; how
he went from being "normal" to the drastic decline from April to July. CES

Per Connie I asked her about the website wit Sven's ships on. She told me she doesn't have
the ships just pictures of them and that she would remove the prices from the website.

TCF Sandy Young and she wanted to go over the following. When packing up the things,
the file cabinet was sent to Lexy and Sandy forgot to pull out the information that was
relevant to Sven. She asked Lexy to send all of that to Priscilla.
Next, she wanted to make sure that the phone was cut off.
We discussed the PPL and I told her that we would take care of changing that bill to come
to us so that we can pay that. The number on the account is 20040-~~009 in the name of
Barbara Fowler.
She said that she would like for us to keep that light blue comforter that is on Barbara's bed
upstairs and I would see that it gets washed and give it to Priscilla to take to Barbara.
Sandy also asked if we would retrieve the scarves that were on a hook by the downstairs
bedroom closet to be taken to Barbara.
I told her that Mary next door offered Barbara's books to her and that Mary didn't want
them, but when she discussed it with the woman that was bringing and taking books she
would be interested in taking them to the library.
Sandy would like the wicker sewing basket, she did not ask us to retrieve but I would like to
that.
Sandy said she does have the deed that was dated 1984 to the house. I told her that we
could get a copy of the deed.
She asked about the home owners and I told her we already took care of making sure it was
paid.
She did find a survey of the lot which was done by Rathensburger Surveyors and I did ask
her to send that to us so we have that when we are ready to sell the property.
We discussed the taxes and we both believe both personal and real estate taxes are paid
and up-to-date.
I did tell Sandy that she should keep all the 2009 tax information which she will be
receiving for Barbara and send it to us at one time rather than be piece mail. I told her to

keep her eye out for the form from the nursing home as to how much is allowable as a
deduction for tax purposes. CES
TCF via message from Pat Hartman from Country Meadows on Trindle Road. She advised
me that they cannot accept Sven as a resident there because his condition is beyond their
scope of care. She said with the high dosage of Seraquil that he needs to take to control his
abusive behavior from the alcoholism he does not fall under their guidelines for care.
Pat said that she also made a call to Priscilla and Country Manor advising them of the

Traveled to Arden Court to take Sven the pictures that I brought from his home. I found
him in the living area and when I went in the social room they had a man playing
Christmas carols on the accordion, and I quickly had Sven walk with me out there and we
stood and listened to the accordion player for about 5 minutes and then Sven turned and
walked away and he asked me if I brought his accordion. I told him not yet and he asked if
I would look for sheet music to bring along when I bought his accordion.
I brought the pictures into him and of course he wanted to keep everyone of them and was
very happy to see them. He especially took to the photo album and when I was leaving I
convinced him to take it out to his new friend, Raymond and he took it out to the living
room area and was going the show the pictures to Raymond.
Ali said that she would take care of getting all his pictures on his wall. We put at least 8-io
pictures on his shelf.
Sven told me that the director of the PA Bar Association was in to see him; Ali thought he
has just called him on the phone. Sven did tell me that he is considering moving back to
Norway and I told him that we had communicated with his children and he was happy to
hear that.
Sven did ask me if he could go along back to the house to pick out the pieces of art that he
wanted to keep and he reminded me that he is artistic and has an eye for the ones that he
would want to keep. I told him that I would have to let him know about that.
Ali asked if I thought it was okay to take him on outings since he is so high functioning and
he has never approached one of the exit doors or tried t exit so she feels that it would not
be a risk. She thought it would be beneficial to take him on an outing. I told her that she

guardian of his estate, so we cannot give that consent.
Sven was very well kept and clean and had on a sweater that looked like it was from
Norway. He had a can of cookies and he claims they were from his children. He said the
very large clock was a gift from someone. His TV and his end table were brought to him.

We talked approximately a half hour. Barry's gave me his cell phone (97y-88io) and

Barry did voice his concerns and care for Sven. He plans to visit, as well as some other
members of the Bar, knowing that Sven is close to them geographically. He would like to
set up a visiting schedule so that someone is going in on a regular basis.
He asked about the accordion and I advised him of our plan.
He asked about the ships and said that the Bar Association would like to display one of the
ships that he made.
He said that Sven never had much of a relationship with his children and that he really
seemed to be devoted to his wife.
We talked about Keystone and Cumberland County's Aging's plans to get them together
some time after the holidays, on January the 8th. CES

advised me that she has received them.
We discussed Sven going to visit Barbara on the 8th and Sandra was in agreement and

I did tell Sandy what Shelley told me about the reunion of Sven and Barbara so she is up-
to-date on that. CES
Traveled to Arden Courts to take Sven to see his wife Barbara at Greenridge. When I
arrived he was in bed and I asked him if he was ready and he said for what. I said "today is
the big day; we are going to see Barbara". He jumped out of bed and was beside himself.
He did not have a coat and I told him I had one in the car to wear. He got out the inventory
paper again and reviewed it with me. He showed me Barbara's phone number and told me
where she was and I told him that the driver knew that. He was impressed that he was
having a driver.
On our way out, he disappeared and I found him in the social hall and the aide was saying
`no' to him. He wanted to take his friend along to see Barbara and the aide was explaining
that only his family can sign him out. He turned around and said "thanks a lot lady" and
turned around and said "damn bitch". He was cursing the whole way out and I commented
"that was a nice potty mouth". His comment was that he was a sailor.
On the ride down, Butch and Sven had most of the conversation talking about ships, etc.
Butch told him that he found his teeth.
When we arrived at Green Ridge, Priscilla was not there yet, so we had to wait. When she
arrived Priscilla and I went back to Barbara by ourselves to make sure she was up for the
visit. She was in bed (they said she never gets out) and they sat her up and she seemed
excited about the visit.
When we brought Sven back, they were both very excited; they gave each other a hug. He
gave her gift and she was very happy about it. He kept saying during the visit that he
wants to get the house fixed up so he can take her home.
Priscilla and I did leave so they could have lunch together by themselves and we were gone
about an hour.
When we came back, we took Butch along in case he gave us a hassle. I did sense a bit of
agitation. Priscilla, Butch and I all walked out with him. On the way back in the van he got
agitated again, when he asked me when Barbara could come home and I told him that I did
not know if the doctor's would allow that. He got pissed and asked if I was a specialist and
how I knew what I was talking about. I said, that is why I said it up to the doctor. He later
apologized and he said he was a rough sailor and had to get used to his personality.
It seemed to me that he was trying to memorize the way that we went, by mentioning
landmarks and repeating the way back. He said all in all Barbara looks good and healthy
and he would buy a big German Shepard to protect her when he went shopping. When we
got back to Arden Courts he did get out and go in the door with no problems. I did hear
him ask Laurie right away if he could call Barbara and she said you just got back from
visiting her, just wait a bit.

I talked to Ali and Bev about the visit and I asked them to keep us posted on how his mood
and personality were this evening, because if he seemed agitated or angry and gave the
staff a problem, then it would not be a good idea to continue with monthly visits for Sven
and Barbara.
In the van Sven also asked me why Barbara was so far away from him and I told him that is
because that is where she choose to go and he said that she said she wants to move closer
now.
Priscilla did have a chance to talk with Barbara on her own and Barbara said it was a good
visit and could not wait for the next time he could come. SLD

TCF Lori at Arden Courts and she put Sven on the phone because they have been trying to
calm him with regard to his assets. I did talk to Sven and tried to reassure him that no one
is taking his real estate, that we are working on safe guarding it. He told me that when he
retires from the PA Bar Association that he is going to move back home and take care of
Barbara. I told him that I couldn't address that with him, but I do know that his real estate
is being taken care of and he should not worry about it because it is not healthy to be as
anxious and worried as he has been.
He thanked me several times for clearing that up for him and then he abruptly hung up the
phone. CES
Traveled to Arden Courts and discussed Sven a bit with Beverly and then did go back to
visit with Sven. I also talked to the nurse dispensing the meds for him. He was sitting at
the dining room table waiting for his meal to come. We then withdrew from the dining
room and went into his room to discuss what has been upsetting him.
He went all through his photo album, showing me his house and how much work he put
into it. He put the piece onto it so he could take care of Barbara.
He told me that he has been calling Barbara and she is saying that someone is taking all of
their things. I did tell Sven that I hated to tell him, but with MS, one does become
confused. He said he did notice that and tries to keep that in mind. He said that yesterday
when he talked to Barbara everything was real good and she was happy, but today she was
the opposite.
I reassured him that we are watching and keeping his real estate safe and that the people
from the PA Bar Association keep checking in with us to make sure that we are doing what
we should be doing for him.
He repeatedly told me that he is grateful for everyone trying to help him and he is sorry for
getting so upset over things, but he just can't help it.
In leaving he told me that the Barr told him that he can live at Arden Courts as long as he
wants to. I told him that was a good thing to know and that it is a nice. He agreed it was a
nice place to stay and said the meals are pretty good.
The meeting was pleasant; he did tell me that he is retired from the Bar Association. He
was well kept, his shirt was a little soiled. I am concerned that he may need some more
clothing. They did tell me that he gave them a hard time about taking a bath today and he
said that he had one yesterday. He did finally give in to the bath, but really fought it hard
with them. CES

TCF Sandy Young and things that we discussed were as follows: Sandy advised me that she
finally went through the statements and came up with a balance on Barbara's checking
account, and after paying the February nursing home bill, she is down to $5000. She did
tell me that in her mind, she was thinking that Barbara had about $80,000 when Sandy
took over and in fact she only had $65,000. She asked me about he information for the tax
returns and I told her to hold for now and they have until the 15th to mail things out and
she can send them all at one time. We talked about her liquidating all of Barbara's
accounts and she knows that at least on the one IRA they did deduct the io % income tax.
She was concerned about how she would go about filing for assistance to have money to
pay for Barbara and she was going to talk to the nursing home. We talked about the
Verizon bill and she saw that $4o was taken out of the checking account statement. We
advised her that we did receive a refund check which was the beginning of February. I
advised her of what she needs to give me to be able to back to the Judge to expend

principal from Sven's account for Barbara's benefit. That being the starting balance and
assets, and all the income and expenses since she has taken over.
We talked at length about some of the bridges we will need to cross to get both Sven and
Barbara taken care of as far as what will happen when Barbara will have to go on medical

on Friday to see Barbara for Valentines Day. She didn't know if she would still be doing
that because of the snow.

Traveled to visit with Sven, I stopped and talked with the aides first.
Laurie said that in the past 3 days, he has not been up to her. Cheryl said that in the
evening that he comes up asking for Connie.
I found Sven sitting in the social room in his wing watching TV. I sat with him and he
thought I was Connie and I explained that I was her assistant and he asked what I could do
for him. I asked him what he needed to have done.
He took me back in his room and showed me his pictures again and asked about moving
back to Norway what would happen if he wanted to do that. I told him that he would have
to talk to Connie about that, as I couldn't make that decision.
He was complaining about Arden Courts, he is so bored he has nothing to do.
He showed me the accounting sheet that Connie had given him and he asked me if that is
the facts. I said yes it must be, because Connie would not have given it to him if it was not

I dropped his corduroy jacket off at the dry cleaner on Linglestown Road and then traveled
to Arden Courts to take him 2 pair of pants to try on. They were beige and one had a waist
of 36, one of 38, the length was 30". I did not tell the staff they were there, I told Sven to
try them and see how they fit.
Sven was clean and there was no odor. He was actually sleeping at the dining room table.
He told us that he got awake that morning with a bad head cold and he appeared to be
