AND NOW, this 6th day of May, 2010, The Clerk of the Orphans' Court having been offered an
unsigned passport as proof of identity of Blanca Estela Tirado Hernandez and pursuant to 23 .Pa.C.S.A. §
1301(c), which states that the person issuing the license must be satisfied as to the identity of both of the
applicants and the Clerk not being satisfied, the Clerk of the Orphans' Court HEREBY CERTIFIES this
action to court without expense or delay to the applicants for judicial review, pursuant to 23 Pa.C.S.A. §
1308.
