PETITION BY DICKINSON TOWNSHIP AND DICKINSON
TOWNSHIP VACANCY BOARD TO APPOINT AUDITOR
AND NOW COMES Dickinson Township ("Township") and the Dickinson Township
Vacancy Board ("Vacancy Board"), by and through its attorneys Smith Cartwright LLP, and
files this Petition to Appoint an Auditor pursuant to 53 P.S. § 65407. In support thereof, the
Township avers as follows:
1. Petitioner is Dickinson Township, Cumberland County, a second-class Township
organized and existing pursuant to the Second Class Township Code, 53 P. S. § 65101 et seq.
with an address of 219 Mountain View Road, Mount Holly Springs, PA 17065.
2. Petitioner is the Dickinson Township Vacancy Board, a municipal body of
Dickinson Township, Cumberland County, duly organized and existing pursuant to Section 407
of the Second Class Township Code, 53 P.S. § 65407.

3. At its organizational meeting on January 4, 2010, Township appointed Nina Lebo
to serve as a Township auditor due to an existing vacancy in the Board of Auditors.
4. Ms. Lebo accepted the appointment as auditor and served on the Board of
Auditors until April 19, 2010.
5. Ms. Lebo's position on the Board of Auditors had a term from January 4, 2010 to
December 31, 2011.
6. On or about March 18, 2010, Ms. Lebo tendered her resignation as auditor to the
Township.
7. The Township accepted Ms. Lebo's resignation by unanimous vote of the Board
of Supervisors of Dickinson Township on April 19, 2010.
8. The Township did not appoint an auditor to fill the vacancy that resulted from Ms.
Lebo's resignation within the thirty (30) day period required by 53 P.S. § 65407.
9. The Vacancy Board did not appoint an auditor to fill the vacancy that resulted
from Ms. Lebo's resignation within the fifteen (15) day period following the expiration of the
Township's thirty (30) day period to fill the vacancy, as required by 53 P.S. § 65407.
10. Upon expiration of the fifteen-day period provided for by 53 P.S. § 65407, the
Vacancy Board shall petition this Court to fill the vacancy.
WHEREFORE, the Township and the Vacancy Board respectfully request that the Court
appoint an individual to the position of auditor for Dickinson Township for a term ending
December 31, 2011.

SUMMARY OF QUALIFICATIONS:
Extensive experience in staff development, group management, project management, proposal
writing, and preparation of construction documents. Varied technical experience ranging from
foundation design, soil/rock characterization and analysis, and expert witness work. Foundation
design experience includes T-WALLS, mechanically stabilized earth retaining walls, spread
footings, mat foundations, wood, steel and concrete piles, micro-piles and large diameter drilled
shafts for roadway, bridge, retaining wall and building projects. Soil and rock characterization
and analysis experience includes fill and cut slope stability, reinforced slope designs, soil nailed
cut slopes, scour evaluations, geophysical data interpretation, laboratory and in-situ soil
testing, evaluation of soil liquefaction potential and Karst studies. Familiar with various
engineering design and analysis software such as GRLWEAP, COM624P, L-PILE, GSTABL7, CRSP
and Microsoft Excel including developing several design spreadsheets.

Dawood Engineering, Inc., 2002 to Present, Good Hope Road, Enola, PA 17025
Vice-President and Director of Geotechnical Services 2005 to Present
Senior Manager in charge of the Geotechnical Services Group currently comprised of 13 staff
including 2 Professional Engineers and 6 Professional Geologists (2009 gross billing $2.2M).
Responsibilities include complete group management, participation in Corporate Strategic
Planning, management for various public and private engineering projects, proposal
preparation, geotechnical engineering design, business development and quality control.
Supervised staff that has completed designs in every PennDOT District and performed work in
twelve states including Hawaii. Instrumental in developing geotechnical capabilities in our
Pittsburgh and Grantville branch offices and the purchase of a structural engineering firm, Patel
Chen, which greatly expanded Dawood's engineering capabilities. Continued to increase
geophysical capabilities and clients (2009 gross billing $350k). Member and Lab Manager of
Penn Lab Services, LLC, which is a separate affiliate which performs soils laboratory work. Major
projects include the PA Turnpike over the Lehigh River and Pohopoco Creek, Improvements to
I-83 Dauphin County, PA and SR 0035 over Juniata River.
Director of Geotechnical Engineering 2002-2005
Responsible for management of Geotechnical Services Group which initially consisted of 4 staff
including 2 Professional Geologists (2005 gross billing $450k). Expanded client base,
complexity of projects and increased staff to 9 including 2 Professional Engineers and 3
Professional Geologists. Also introduced geophysics as a new service area (2005 gross billing
$25k). Major projects included Emergency Bridge Projects in Lackawanna and Susquehanna
and Wyoming Counties. Oversaw design of 6 structure replacements in 6 weeks including test
borings, lab testing, scour analysis and foundation design.
GTS Technologies, Inc., 1996 to 2002, Friendship Drive, Harrisburg, PA
Began as a Project Engineer and developed into a Senior Geotechnical Engineer responsible for
project management and a moderate level of staff development. Managed several major
transportation projects each with construction estimates > $25M and staff that varied from
biologists and hazardous waste professionals to highway engineers, surveyors, geologists, lab
technicians and geotechnical engineers. Managed or performed designs in 8 of PennDOT's 12
Districts. Performed limited employee interviews and performance evaluations. Managed
projects which required as many as 8 drill inspectors in the field at one time. Significant
projects included the Lewistown Narrows, Carey Avenue, and the Marshalls Creek and
Trexlertown Bypasses.
Gannett Fleming Inc 1994 to 1996, Senate Avenue, Camp Hill, PA
Project Engineer responsible for foundation design and subsurface investigations including
supervision of field operations including drilling, infiltration testing and in-situ soil strength
testing. Prepared subsurface investigation reports, details and special provisions for
construction documents. Created Excel spreadsheets for MSE retaining wall design. Also
performed scour analyses for several major crossings over the Susquehanna and Casselman
rivers as well as various creeks and streams. Major projects included the SEPTA Market Street
Elevated and 69th Street Station, and the Meyersdale and Milroy Bypasses.
Leon S. Avakian, Inc, 1989 to 1994, Wayside Road, Neptune, NJ
Started as a Junior Engineer and progressed into a Staff Engineer responsible for drainage
calculations, roadway and utility design, plan preparation, municipal plan reviews and
construction inspection. Managed LSA's largest single project, a $1M mapping and outfall
monitoring project mandated by the Clean Water Act. This project required management of on-
call field and lab personnel to obtain "first-flush" storm water discharge that had to be lab
tested within 24 hours.
Louis Berger & Associates Inc. 1987 to 1989, East Orange, NJ
Started as an engineering technician while attending college and progressed into a Junior
Engineer that performed erosion and sediment control design and plan development, plan
reviews and provided logistical support to the Director of Civil Engineering.
