over the sale of the house and the disposition of his private property, Keysto~~sked,~q
be relieved of this appointment. His son, Marc Hubley, is incarcerated at thezCamp HiA~'
Prison for life with no possibility of parole. A psychological evaluation was done and it
was determined that his mental capacity had decreased to the point that he would be
unable to name another power-of-attorney and that a guardian would need to be
appointed. On August 6, 2009 Cumberland County Aging and Community Services was
appointed Permanent Plenary Guardian of Person and Estate. He continues to reside at
Country Meadows in Mechanicsburg, Pennsylvania.
Due to the complex needs of Wilbur, our office invests an extensive amount of time
meeting these needs. Wilbur has numerous serious medical issues. I accompanied him
to his appointment with Dr. Spizzaieri of Associated Cardiologist. The doctor advised
me that Willbur was diagnosed with severe lung disease, severe pulmonary disease
and severe heart disease include hypertension, congestive heart failure and a history of
a myocardia infarct (heart attack). He is also in renal failure. Because of the extensive
medical problems they are providing conservative management. Wilbur also has
prostate cancer for which, in the past, he has refused surgery. The current treatment of
this disease is a hormone shot every 6 months. He also uses a catheter which has to be
changed every month. This is done by visiting nurses. His primary care physician is
Dr. Ghosh of Azizkhan Associates who sees him at County Meadows. I also
accompanied Wilbur to see their physician's assistant on two occasions to have wax
removed from his ears.
I have also accompanied Wilbur to eye appointments at Kilmore Eye Associates where
we were advised that he has macular degeneration. Special vitamins were
recommended and were purchased. He also got new glasses this year because the
others broke.. I also accompanied him to see Dr. Vander Ark for an evaluation on his
hearing. We were advised that he has nerve damage that could not be repaired. Upon
his recommendation, we purchased an amplifier for the television.
After the necessary arrangements were made, we began taking Wilbur to see Marc at
that Camp Hill Prison every other week. We picked him up at Country Meadows and

take him to the prison where we assisted him in registering for each visit and
locker for him to store items not allowed in the prison. We also withdraw from getting a
account $25 in ones, fives and change to take in with him. Where he meets Marc the
are a lot of vending machines that Marc can use. This seems to be the highli ht of th re
visit for Marc. After Wilbur is called to go through the metal and drug detectors e
goes outside and down the walk to the building where he visits. After the first vi t token

In May, 2010 Country Meadows requested the Wilbur pay for a personal aide t
in getting him ready on the days he visits Marc. Wilbur gets very excited and a ~ assist

these days and takes a lot of their time. We decided to also have this aide drive
to the prison and stay with him until he goes in to see Marc. After checkin with sWilbur
agencies, the only one willing to do this was Country Meadows at Home. His aide'Seral
very nice and this has worked out well. We meet the aide at Country Meadows rior t
each visit to deliver the $25 dollars in the clear plastic bag and his picture ID. We th o
pick him up at the end of his visit and take him back to Country Meadows. In en
September, the Protective Services case workers and the aide from Count Me
In Home Services took Wilbur to Red Lobster for his birthday and gave himm somadows
presents. He was very appreciative and excited. e
