LAST WILL AND TESTAMENT
I, PEGGY B. CORNMAN, of the Borough of Carlisle, Cumberland County,
Pennsylvania, declare this instrument to be my Last Will and Testament, hereby expressly
revoking all Wills and Codicils heretofore made by me.
1. I direct my personal representative to pay all of my debts, funeral and
administrative; expenses as soon as inay be done conveniently after my decease.
2. I authorize and empower my personal representative to sell any realty owned by
me at my dea~~th, and not specifically devised herein, at either public or private sale, and to give
good and sufficient deeds therefor, in fee simple, as I could do if living.
3. I give and bequeath the sum of $25,000.00 and any automobiles that I may own at
my death to WILLIAM A. BASSETT.
4. I give, devise and bequeath all the rest, residue and remainder of my estate of
every nature and wherever situate to my granddaughter, MEGAN DIANE BASSETT, per stirpes.
If however, my granddaughter, MEGAN DIANE BASSETT, is under the age of thirty-five (35)
years at the tune of my death and should the value of her share of my estate be more than the
amount which may be paid or delivered to her or on her behalf without the appointment of a
guardian or fiduciary, I give, devise and bequeath her share IN TRUST to Allfirst Trust
Company of Pennsylvania NA, Carlisle, Pennsylvania. The Trustee as well as my personal
representative is hereby authorized to retain unconverted, any property, real or personal, that I
may own at m;y death and shall be under no duty to convert the same into legal investments. The
Trustee hall have the power and authority to hold, manage, invest and reinvest and to pay over
the net income; of the Trust property to or for the use and benefit of my granddaughter if she is
under the age of thirty-five (35) years, on a monthly payment basis. The Trustee is also
authorized and empowered to pay over to or for the use and benefit of my granddaughter, such
portion of or all of the principal of the Trust estate as in its sole discretion seems proper for the
maintenance, health, education, regular living expenses or setting up of my granddaughter in a
business or in a profession, or for similar purposes. When my granddaughter reaches the age of
twenty-five (.'?5) years, forty percent (40%) of whatever remains of income or principal of the
trust shall be distributed to her. When my granddaughter reaches the age of thirty (30) years,
twenty percent (20%) of whatever remains of income or principal of the trust shall be distributed
to her. Where my granddaughter reaches the age of forty (40) years then whatever remains of
principal and income of the Trust shall be distributed to her.
5. I nominate and appoint WILLIAM A. BASSETT to be the Executor of this my
Last Will and Testament; he is to serve as such without bond. Should he die before my death,
renounce or refuse to serve for any reason, or die leaving any of my estate unadministered, I
nominate and appoint ALLFIRST TRUST COMPANY OF PENNSYLVANIA NA, Carlisle,
Pennsylvania, as substitute Executor, also to serve as such without bond and with the same
powers as are; given herein to my original Executor. However, if at my death my granddaughter,
MEGAN DIANE BASSETT is at least thirty-five (35) years old, she shall be the substitute
Executrix of this my Last Will and Testament, also to serve as such without bond and with the
same powers as are given herein to my original Executor. I hereby suggest that my personal
representative retain the services of Irwin, McKnight & Hughes, as attorneys in the settlement
of my estate.
6. The Trustee, as well as my Executor or Executrix, shall have the following
powers, in addition to those vested in it by law, for my property held for the benefit of my
beneficiaries, whether income or principal, exercisable without court approval and effective until
the distribution of all property under the terms of the trust set forth in Paragraph 4 hereof:

The Trustee, at his or her discretion, may compromise claims, borrow money or
retain property for such length of time as he or she may deem proper, sell lease, pledge,
mortgage, transfer, exchange, convert or otherwise dispose of or grant option of all or any
portion of trust property for such prices and on such terms in public or private
transactions as he, she or it may deem proper; and invest trust .property and income
without restrictions to legal investments. The determination of the Trustee with respect
to the advisability of making payments out of the income or principal to any child or
beneficiary inheriting hereunder shall to conclusive and binding on all persons howsoever
interested in the respective trust. Further, the Trustee shall be authorized to receive
additions to the respective trust of any kind or any property whatsoever from sources
other 1:han my estate and at any time in the sole discretion of the Trustee.
7. The validity and administration of any trust established hereunder and any
questions or disputes relating to the construction or interpretation of any said trusts shall be
governed and construed in accordance with the laws of the Commonwealth of Pennsylvania.

and that to tll.e best of their knowledge the testatrix was, at that time, eighteen years of age or
older, of sound mind and under no constraint or undue influence.

[72 P.S. 9116(aX1)].
The tax rate imposed on the net value of transfers to or for the use of the decedent's siblings is 12% [72 P.S. 9116(a)(1.3}]. A sibling is defined, under
Section 9102, as an individual who has at least one parent in common with the decedent, whether by blood or adoption.

LAST WILL AND TESTAMENT
I, PEGGY B. CORJ.'l/MAN, of the Borough of Carlisle, Cumberland County,
Pennsylvania, declare this instrument to be my Last Will and Testament, hereby expressly
revoking all Wills and Codicils heretofore made by me.
I. I direct my personal representative to pay all of my debts, funeral and
administrative expenses as soon as may be done conveniently after my decease.
2. I authorize and empower my personal representative to sell any realty owned by
me at my death, and not specifically devised herein, at either public or private sale, and to give
good and sufficient deeds therefor, in fee simple, as I 'could do if living.
3. I give and bequeath the sum of$25,000.00 and any automobiles that I may own at
my death to WILLIAM A. BASSETT.
4. I give, devise and bequeath all the rest, residue and remainder of my estate of
every nature and wherever situate to my granddaughter, MEGAN DIANE BASSETT, per stirpes.
If however, my granddaughter, MEGAN DIANE BASSETT, is under the age of thirty-five (35)
years at the time of my death and should the value of her share of my estate be more than the
amount which may be paid or delivered to her or on her behalf without the appointment of a
guardian or fiduciary, I give, devise and bequeath her share IN TRUST to Allfirst Trust
Company of Pennsylvania NA, Carlisle, Pennsylvania. The Trustee as well as my personal
representative is hereby authorized to retain unconverted, any property, real or personal, that I
may own at my death and shall be under no duty to convert the same into legal investments. The
Trustee hall have the power and authority to hold, manage, invest and reinvest and to pay over
the net income of the Trust property to or for the use and benefit of my granddaughter if she is
under the age of thirty-five (35) years, on a monthly payment basis. The Trustee is also
authorized and empowered to pay over to or for the use and benefIt of my granddaughter, such
portion of or all of the principal of the Trust estate as in its sole discretion seems proper for the
maintenance, health, education, regular living expenses or setting up of my granddaughter in a
business or in a profession, or for similar purposes. When my granddaughter reaches the age of
twenty-fIve (25) years, forty percent (40%) of whatever remains of income or principal of the
trust shall be distributed to her. When my granddaughter reaches the age of thirty (30) years,
twenty percent (20%) of whatever remains of income or principal of the trust shall be distributed
to her. When my granddaughter reaches the age of forty (40) years then whatever remains of
principal and income of the Trust shall be distributed to her.
5. I nominate and appoint WILLIAM A. BASSETT to be the Executor of this my
Last Will and Testament; he is to serve as such without bond. Should he die before my death,
renounce or refuse to serve for any reason, or die leaving any of my estate unadministered, I
nominate and appoint ALLFIRST TRUST COMPANY OF PENNSYL VANIA NA, Carlisle,
Pennsylvania, as substitute Executor, also to serve as such without bond and with the same
powers as are given herein to my original Executor. However, if at my death my granddaughter,
MEGAN DIANE BASSETT is at least thirty-five (35) years old, she shall be the substitute
Executrix of this my Last Will and Testament, also to serve as such without bond and with the
same powers as are given herein to my original Executor. I hereby suggest that my personal
representative retain the services of Irwin, McKnight & Hughes, as attorneys in the settlement
of my estate.
6. The Trustee, as well as my Executor or Executrix, shall have the following
powers, in addition to those vested in it by law, for my property held for the benefit of my
beneficiaries, whether income or principal, exercisable without court approval and effective until
the distribution of all property under the tenus of the trust set forth in Paragraph 4 hereof:

The Trustee, at his or her discretion, may compromise claims, borrow money or
retain property for such length of time as he or she may deem proper, sell lease, pledge,
mortgage, transfer, exchange, convert or otherwise dispose of or grant option of all or any
portion of trust property for such prices and on such terms in public or private
transactions as he, she or it may deem proper; and invest trust property and income
without restrictions to legal investments. The determination of the Trustee with respect
to the advisability of making payments out of the income or principal to any child or
beneticiary inheriting hereunder shall to conclusive and binding on all persons howsoever
interested in the respective trust. Further, the Trustee shall be authorized to receive
additions to the respective trust of any kind or any property whatsoever from sources
other than my estate and at any time in the sole discretion of the Trustee.
7. The validity and administration of any trust established hereunder and any
questions or disputes relating to the construction or interpretation of any said trusts shall be
governed and construed in accordance with the laws of the Commonwealth of Pennsylvania.

The Cost Approach to value is based on the principle of substitution, which proposes

In estimating the cost of providing a substitute, the following functions are completed.

PURPOSE OF THE APPR-\ISAL
The purpose of this appraisal is to estimate the Market Value of the subject property as
of December 6,2002.
Market Value, as defined by the courts, is the most probable price estimated in terms of
money which a property will bring if exposed for sale in the open market, allowing a
reasonable time finding a purchaser who buys with knowledge of all the uses to which it is
adapted and for which it is capable of being used.
Frequently, it is referred to as the price at which a willing seller would sell and a willing
buyer would buy, neither being under abnormal pressure.
HIGHEST AND BEST USE
Highest and Be~t Use is defined by the Appraisal Terminology and Handbook,
published by the Appraisal Institute, as "the most profitable likely use to which a property can
be put". The opinion of such use may be based on the highest and most profitable continuous
use to which the property is adapted and needed, or likely to be in demand, in the reasonable
near future.
However, elements affecting value that depend upon events or a combination of
occurrences which, while within the realm of possibility, are not fairly shown to be reasonably
probable, should be excluded from consideration. Also, if the intended use is dependent on an
uncertain act of another person, the intention cannot be considered.
Based on the above definition and after seeing the site, neighborhood, and area, it is my

THE COST APPROACH
The Cost Approach to value is based on the principle of substitution, which proposes
that an informed buyer will pay no more than the cost of providing a substitute property with
similar utility.
In estimating the cost of providing a substitute, the following functions are completed.
The cost of the improvements, as if new, is estimated. Loss of value due to physical
deterioration, functional obsolescence and external depreciation, if applicable, is deducted to
represent the cost of a substitute depreciated. The land and the value of depreciated site
improvements is added to obtain a value indication of the real estate.
The cost new of the improvements was estimated using information from Marshall
Valuation Service, adjusted to the local area and verified with local contractors.

property is superior to, or more favorable than, the subject property, a minus (-) adjustment is
made, thus reducing the indicated value of the subject; if a significant item in the comparable is

DISCOUNT: If any tax due is paid within three (3) calendar months after the decedent's death, a five percent (5%) discount of
the tax paid is allowed.
PENALTY: The 15% tax amnesty non-participation penalty is computed on the total of the tax and interest assessed, and not
paid before January 18, 1996, the first day after the end of the tax amnesty period. This non-participation
penalty is appealable in the same manner and in the the same time period as you would appeal the tax and interest
that has been assessed as indicated on this notice.
INTEREST: Interest is charged beginning with first day of delinquency, or nine (9) months 1982 bearlinterest attthedrate of
death, to the date of payment. Taxes which became delinquent before January 1,
six (6%) percent per annum calculated at a daily rate of .OD0164. All taxes which became delinquent on and after
January 1, 1982 will bear interest at a rate which will vary from calendar year to calendar year with that rate

LAST WILL AND TESTAMENT
I, PEGGY B. CORNMAN, of the Borough of Carlisle, Cumberland County,
Pennsylvania, declare this instrument to be my Last Will and Testament, hereby expressly
revoking all Wills and Codicils heretofore made by me.
1. I direct my personal representative to pay all'of my debts,
administrative expenses as soon as may be done conveniently after my decease.
2. I authorize and empower my personal representative to sell any realty owned by
me at my death, and not specifically devised herein, at either public or private sale, and to give
good and sufficient deeds therefor, in fee simple, as ! could do if living.
3. I give and bequeath the sum of $25,000.00 and any automobiles that I may own at
my death to WILLIAM A. BASSETT.
4. I give, devise and bequeath all the rest, residue and remainder of my estate of
every nature and wherever situate to my granddaughter, MEGAN DIANE BASSETT, per stirpes.
If however, my granddaughter, MEGAN DIANE BASSETT, is under the age of thirty-five (35)
years at the time of my death and should the value of her share of my estate be more than the
amount which may be paid or delivered to her or on her behalf without the appointment of a
guardian or fiduciary, I give, devise and bequeath her share IN TRUST to Allfirst Trust
Company of Pennsylvania NA, Carlisle, Pennsylvania. The Trustee as well as my personal
representative is hereby authorized to retain unconverted, any property, real or personal, that I
may own at my death and shall be under no duty to convert the same into legal investments. The
Trustee hall have the power and authority to hold, manage, invest and reinvest and to pay over
the net income of the Trust property to or for the use and benefit of my granddaughter if she is
under the age of thirty-five (35) years, on a monthly payment basis. The Trustee is also

authorized and empowered to pay over to or for the use and benefit of my granddaughter, such
portion of or all of the principal of the Trust estate as in its sole discretion seems proper for the
maintenance, health, education, regular living expenses or setting up of my granddaughter in a
business or in a profession, or for similar purposes. When my granddaughter reaches the age of
twenty-five (25) years, forty percent (40%) of whatever remains of income or principal of the
trust shall be distributed to her. When my granddaughter reaches the age of thirty (30) years,
twenty percent (20%) of whatever remains of income or principal of flae trust shall be distributed
to her. When my granddaughter reaches the age of forty (40) years then whatever remains of
principal and income of the Trust shall be distributed to her.
5. I nominate and appoint WILLIAM A. BASSETT to be the Executor of this my
Last Will and Testament; he is to serve as such without bond. Should he die before my death,
renounce or refuse to serve for any reason, or die leaving any of my estate unadministered, I
nominate and appoint ALLFIRST TRUST COMPANY OF PENNSYLVANIA NA, Carlisle,
Pennsylvania, as substitute Executor, also to serve as such without bond and with the same
powers as are given herein to my original Executor. However, if at my death my granddaughter,
MEGAN DIANE BASSETT is at least thirty-five (35) years old, she shall be the substitute
Executrix of this my Last Will and Testament, also to serve as such without bond and with the
same powers as are given herein to my original Executor. I hereby suggest that my personal
representative retain the services of Irwin, McKnight & Hughes, as attorneys in the settlement
of my estate.
6. The Trustee, as well as my Executor or Executrix, shall have the following
powers, in addition to those vested in it by law, for my property held for the benefit of my
beneficiaries, whether income or principal, exercisable without court approval and effective until
the distribution of all property under the terms of the trust set forth in Paragraph 4 hereof:

The Trustee, at his or her discretion, may compromise claims, borrow money or
retain property for such length of time as he or she may deem proper, sell lease, pledge,
mortgage, transfer, exchange, convert or otherwise dispose of or grant option of all or any
portion of trust property for such prices and on such terms in public or private
transactions as he, she or it may deem proper; and invest trust .property and income
without restrictions to legal investments. The determination of the Trustee with respect
to the 'advisability of making payments out of the income or principal to any child or
beneficiary inheriting hereunder shall to conclusive and binding on all persons howsoever
interested in the respective trust. Further, the Trustee shall be authorized to receive
additions to the respective trust of any kind or any property whatsoever from sources
other than my estate and at any time in the sole discretion of the Trustee.
7. The validity and administration of any trust established hereunder and any
questions or disputes relating to the construction or interpretation of any said trusts shall be
governed and construed in accordance with the laws of the Commonwealth of Pennsylvania.

ACKNOWLEDGMENT AND AFFIDAVIT
WE, PEGGY B. CORNMAN, JACQUELINE L. DRAWBAUGH and MARTHA L.
NOEL, the testatrix and witnesses respectively, whose names are signed to the foregoing
instrument, being first duly sworn, do hereby declare to the undersigned authority that the
testatrix signed and executed the instrument as her Last Will, and that she had signed willingly,
and that she executed it as her free and voluntary act for the purpose herein expressed, and that
each of the witnesses, in the presence and hearing of the testatrix, signed the Will as a witness
and that to .the best of their knowledge the testatrix was, at that time, eighteen years of age or
older, of sound mind and under no constraint or undue influence.
