Appellant/Petitioner Solomon Andemariam hereby
appeal from the August 20th, 2011 decisions of the
Cumberland County Board of Assessment Appeals, state as
follows in support of the appeal:

PETITION FOR APPEAL - I
1. Appellant/Petitioner Solomon Aandemariam is
the owner of real property comprising Tax
Parcel 25-25-0006-022 consisting of
Residential house located at 320 4th St New
Cumberland, Cumberland County Pennsylvania.
With a small apartment above the garage.
2. The apartment above the garage Tax Parcel is
comprised solely of the apartment itself and
does not include any land.
3. The apartment above the garage that is the
subject of this appeal.
4. Appellant/Petitioner Solomon Andemariam is
the owner of real property comprising Tax
parcel 25-25-0006-022./02 (the apartment
above the garage), consisting of the
apartment located at 320 4th St. New
Cumberland, Cumberland County, Pennsylvania.
5. The Tax parcel 25-25-0006-022 contains
approximately .16 acres of land and was
assessed at $32,000 as part of countywide
reassessment for Cumberland County effective
January 1, 2011.
6. The house building Tax parcel contains
approximately 1830 square feet of living
space and was assessed at $128,192 as part of

the countywide reassessment for Cumberland
County effective January 1, 2011.
7. The apartment on above the garage Tax parcel
contains approximately 1404 square feet on
record which is not accurate the true square
footage is 1024 square feet of living space
which was corrected on July 9th, 2011 and was
assessed at $91,100 as part of the countywide
reassessment for Cumberland County effective
January 1, 2011.
8. On June 6th, 2011 Solomon Andemariam filed a
timely appeal to the Cumberland County Board
of assessment Appeals, challenging the
Assessment of the apartment above the garage
Tax parcel.
9. On July 20, 2011 the Cumberland County Board
of Assessment heard the appeal for the
apartment above the garage Tax parcel.
10. On July 21, 2011 the Cumberland County Board
of Assessment Appeals rendered and mailed its
decisions on the appeal. True and correct
copies of the July 21, 2011 decisions are
attached hereto as exhibit A.
11. The decisions as to the house Tax parcel
states that the assessment was revised based

on the hearing and reflect that the assessed
value was increased to $145,043.
12. The decisions as to apartment above the
garage Tax parcel states that the assessment
was revised based on the hearing and reflect
that the assessed value was reduced to
$81,900.
13. The decisions for the two tax parcel with
only one deed stated that the assessment was
revised based on the hearing and reflect that
the assessed value was reduced to $190,000.
14. Solomon Andemariam is aggrieved by the
determinations of the Cumberland County Board
of Assessment Appeal in that the assessment
the House Tax parcel and the apartment above
the garage Tax parcel even as revised, do not
reflect the current fair market value of the
tax parcels and in that the assessment
valuations with the inaccurate square footage
based on 1404 square feet VS 1024 square feet
measurements of the apartment above the
garage tax parcel are excessive.
15. The decisions of the Cumberland County Board
of Assessment Appeal are in error the
information that was presented to the

Cumberland County Board of Assessment Appeal
by the chief assessor was inaccurate violate
the doctrine uniformity and are an abuse of
discretion.
16. WHEREFORE, Appellant/Petitioner Solomon
Andemariam respectfully request that this
honorable Court hear the appeal from the
decisions of the Cumberland County Board of
Assessment Appeals and the proofs of this
case de novo, reverse the decisions of the
Board, order a reduction in the assessment
for the house Tax Parcel and the apartment
above the garage Tax parcel to reflect actual
market value of the Tax parcels having due
regard to the valuation and the applicable
predetermined ratio or common level ratio,
and make such further orders as may be just
and equitable.
