For dates of death on or after July 1, 1994, and before Jan. 1, 1995, the tax rate imposed on the net value of transfers to or for the use of the surviving spouse
is 3 percent [72 P.S. X9116 (a) (1.1) (i)].
For dates of death on or after Jan. 1, 1995, the tax rate imposed on the net value of transie~rs to or for the use of the surviving spouse is 0 percent
[72 P.S. X9116 (a) (1.1) (ii)]. The statute does not exempt a transfer to a surviving spouse from tax, and the statutory requirements for disclosure of assets and
filing a tax return are still applicable even if the surviving spouse is the only beneficiary.
For dates of death on or after July 1 , 2000:
• The tax rate imposed on the net value of transfers from a deceased child 21 years of age or younger at death to or for the use of a natural parent, an
adoptive parent or a stepparent of the child is 0 percent [72 P.S. g9116(a)(1.2)].
• The tax rate imposed on the net value of transfers to or for the use of the decedent's lineal beneficiaries is 4.5 percent, except as noted in [72 P.S. ~9116(a)(1)).
• The tax rate imposed on the net value of transfers to or for the use of the decedent's siblings is 12 percent [72 P.S. ~9116(a)(1.3)]. A sibling is defined,
under Section 91 02, as an individual who has at least one parent in common with the decedent, whether by blood or adoption.

FIRST: Tangible Personal Property; Reat Estate.
q. Distributions. l make the following distributions of tangible
personal property from my estate:
~ . I give my aquariums, Tropical fish, and aft related equipment
or supplies (excepting books) to my friend, DAVID CHERIS, of Harrisburg,
Pennsylvania, outr'~ght, if he survives me. if he does not so survive me, then
this bequest shall lapse.
2. !direct that specified items of my tangible persona{
property shalt be distributed in accordance with the provisions of the latest
signed letter of instruction or memorandum, which shall be dated and signed
by me at the end thereof, from time to time. Such a list may take the form of
a "Letter of lnstructian". In the discretion of my Executor, such list or letter
may be filed of record or, in the alternative, may be retained securely by my
Executor to preserve my privacy.
3. In the event that such a dated and signed letter of instruction
or memorandum is not found and identified by my Executor within thirty (30)
days after my Executor=s qualification, it shat{ be presumed that no such
writing exists, and any subsequently discovered writing shall be ignored.
4. I direct that all remaining items of tangible personal property
sha11 be liquidated at an auction to be held at a location other than my
residence, or in such other manner off-site as my Executer shaft determine is
best to receive fair market value. The sale proceeds shall become a part of
the residue of my estate.
g. Expenses of Storage and Shipment. The expenses of storing,
packing, shipping, insuring, and delivering any such property to the beneficiary
entitled thereto shall be paid by my Executor as an administrative expense ofi my
estate. In addition, to the extent practicable in my Executor's sole discret'son, I
give any policies of insurance on such property to the beneficiary entitled to such
property.
C. Specific Bequest of House. I devise and bequeath, in kind,
my residence located at 4 Chester Road, Enola (East Pennsboro
Township, Cumberland County), Pennsylvania (my "House"), free of any
mortgages or liens (which, if any shall exist, shall be paid by the residue
of my estate} to LAURIE JO WELLER if she survives me by thirty (30)
days' but, if she should not so survive me, then 1 make such devise and
bequest to her husband, STEPHEN WELLER, ifi he so survives me. if

FOURTH: Charitable Intention and Use.
It is my intention that the bequests set faith in (TEM THIRD shall qualify for a charitable
deduction far purposes of federal and state death taxation; and the bequests are so
conditioned. Ta the extent that such a bequest shall not so qualify, my Executor is given the
discretion and duty to redirect such bequest to a charitable organizatian that most closely would
apply the bequest for similar charitable purposes; and such shall be evidenced by a declaration
filed before the due date of sucYr death tax returns. It is my further intention that the funds
distributed pursuant to ITEM THIRD should be utilized, as far as possible, for capita[ or
endowment purposes, not for operating expenses of the organization; and my Executor, prior to
distribution, shalt receive assurances as to such anticipated use by each organization.
FIFTH: Beneficiary Trust.
As to the bequest set forth in ITEM THIRD of this Will, for the benefit of LAURIE JO
WELLER (the "Beneficiary"), whereby the sum of Ninety-Two Thousand Dollars ($92,000.00}
shat! be held in trust for her benefit if she survives me, 1 make the following trust provisions:
A. Such funds shall be.distributed to PNC BANK, N.A., as my trustee
(my "Trustee"), INTRUST, which shall retain and administer such funds.
B. My Trustee shall pay to or for the benefit of the Beneficiary al{ net
income of the Trust at least quarterly.
C. My Trustee also may make distributions of the principal of the Trust
in such amounts and at such times as my Trustee, in the sole and absolute
discretion of my Trustee, may deem advisable for the health, maintenance,
support, and education of the Beneficiary, after taking into consideration other
resources available to the Beneficiary.
D. Upon the death of the Beneficiary, the funds remaining in the Trust
steal{ be distributed pursuant to ITEM THIRD set forth above, outright.
SIXTH: Estabtisfrment ar Termination oz Small Trust. if the principal of the
trust created hereunder is or becomes too small in the discretion of my trustee to make the
establishment or the cont'snuance of the trust advisable, then my executor or my trustee may
distribute the remaining principa) and any accrued or undistributed income outright to the then-
current income beneficiary of the trust or to the person who would be the current income
beneficiary of the trust if it were established, as the case may be. The receipt and release of
such income beneficiary or beneficiaries will terminate absolutely the rights of all organizations
which might otherwise have a future interest in the trust, whether vested or contingent, without
notice to them and without the necessity of filing an account to the court.
SEVENTH: Administrative Provisions. The following provisions steal! be applicable
to my estate and the trusts created hereunder:
A. Spendthrift Protection.
'i. Assignment Prohibited. While in the hands of my executor
or trustee and until actually paid aver or delivered to the persons entitled
thereto, all legacies, shares, or interests in my estate or any trust created
hereunder, whether income or principal, shall not be subject to
assignment, pledge, execution, attachment, or the claims of creditors.
2• Exception for Certain Actions. The provisions of
subparagraph A.1 above shall not preclude: (i) a personal exercise or
release by a beneficiary of a right of wii.hdrawaf or power of appointment
granted hereunder, if any; (ii} a disclaimer by a beneficiary, in whole or in
part, of any interest in income or principal hereunder; or (iii) a setoff
against such interest of any indebtedness of the beneficiary to me, my
estate, or any trust created herein.
B. Accrued or Undistributed Income. Upon the death of any
income beneficiary, any accrued or undistributed income shall be paid to the
person or persons for wham the principal is continued in trust or to whom if is
distributed under the terms hereof.
C. Beneficially Interested Fiduciary. Regardless of any contrary
provision contained herein or any discretion gr<~nted by law, no trustee or other
fiduciary (hereafter "fiduciary" or "frduciaries") acting hereunder shall have or
enjoy any power or authority in that capacity which may be deemed under the
provisions of Sections 2041 or 2514 of the lnternai Revenue Code of 1986, as
amended {the "Code"}, to be a general power of appointment held by the fiduciary
(the "Power" or "Powers").
In any such case, such Power or Powers shah be vested
exclusively in the other fiduciary or fiduciaries, if any, then acting
hereunder and not also thus similarly disqualified. If all of the current fduciaries
are similarly disqualified, then such Power or Powers shall be vested
exclusively in the next succeeding fiduciary or fiduciaries hereinafter
designated or provided for who are not also disqualified. In the absence
thereof, such Power or Powers shall be vested exclusively in any Special
Trustee appointed by the court for that specific limited purpose.
D. Written Notices, Until written notice of any event upon which a
right to receive income or principal may depend is received by my trustee, my
trustee shall incur no liability to persons whose interests have been affected by
such event for distributions made by my trustee in good faith.
E. incapacitated Persons. if, in the opinion of my
fiduciaries, any beneficiary of my residuary estate, or of any trust estate created
hereunder, is physically or mentally incapable of handling his or her financial
affairs (which shall be referred to in this paragraph as "incapacity"), then Such
beneficiary's share of my residuary estate or trust estate, as The case may be,
shall be retained by my personal representative as Trustee (or by my trustee in
continuing trust, as the case may be), in trust for such beneficiary until such
incapacity is terminated. Until the termination of incapacity, my trustee shalt
accumulate the net income or apply so much of the income and principai as my
trustee, in the absolute discretion of such trustee, may deem advisable for the
health, comfort, care, maintenance, support and education of such beneficiary
and his or her children, in any one or combination of the following ways: (i) by
paying the same to the beneficiary; {ii) by paying. The same to a person or
organization caring for such beneficiary; (iii} by paying bills incurred by such
beneficiary; (iv} by paying The same to the beneficiary's guardian; or (v) by
expending the same directly for the benefit of the beneficiary. Except under
clause {v), my trustee shall be under no obligation to see to the proper
application of the funds so paid. Upon the termination of incapacity, as
determined by my fiduciaries or by such beneficiary in the manner set forth
below, my trustee shall distribute such share t:o the beneficiary free of trust.
If the beneficiary dies prior to the distribution of his or her share, then my
trustee shall distribute such beneficiary's share to the persona( representative of
such beneficiary.
Any beneficiary may at any time refute my fiduciaries'
determination as to his or her incapacity by presenting to my fiduciaries a
certificate executed by two licensed physicians, which certificate states that such
beneficiary is physically and mentally capable of handling such beneficiary's
financial affairs.
Upon presentation of such a certificate, my personal representative or
trustee, as the case may be, shall immediately distribute to such beneficiary,
outright and free of trust, all amounts held and accumulated by such fiduciary
under this paragraph.
EIGHTH: Powers ofi Fiduciaries. In addition to the powers conferred by Taw, my
executor with respect to my estate, and my trustee, with respect #o any trust created hereunder,
shall have the following powers, to be exercised in their absolute discretion, in the capacity to
which such powers may be applicable_
A. General Powers.
1. To re#ain for distribution in kind, without duty of
diversification, aA property owned by me at my death or received in trust
(including but not limited to stock in the paren# or any affiliate of any
corporate fiduciary or its successors};
2. To invest in al! forms ofi property, without restriction to so-
called "authorized" or "lega{" investments and without regard to
diversification including, but not limited to: (i} common trust funds
maintained by any corporate fiduciary or its bank affliates; (ii} securities
underwritten by any corporate fiduciary ar any of its affiliates,
whether individually or as a member of a divided or undivided syndicate;
(iii) participation in registered investment companies (including money-
marketfunds) for which any corporate fiduciary, any affiliate, or any
subsidiary of an affiliate provides services for compensation, whether as
custodian, transfer agent, investment advisor or otherwise; and (iv)
interest-bearing deposits in a bank or other financial institution under
state or federal supervision, including any corporate fiduciary's banking
department; Provided, however, !express my desire that, to the extent
possible and practicable, my fiduciary should not engage in long-term
investment in mutual funds.
3. To exercise al{ rights of security holders;
4. To delegate discretionary powers; to employ investment
counsel, custodians of trust property, brokers, agents, accountants, and
attorneys and to act without independent investigation upon their
recommendations;
5. Ta deposit securities in a clearing corporation or carry the
same in the name of a nominee or in kook entry farm;
6. To maintain, repair, alter, improve, partition, subdivide,
dedicate, and otherwise manage or deaf with real estate;
7. To sell, exchange, lease for any period of time, or mortgage
any real or personal property, and to grant options for the sale, exchange,
ar (ease of the same;
8. To borrow money from any source, including any affliate of
any corporate fiduciary, and to pledge or encumber any property of the
estate ar any trusts created herein as security therefor, without liability on
the part of the lender fo see to the application of such funds;
9. To compromise claims in favor of or against the estate or
trusts without court approval;
10. To exercise options to subscribe to or purchase securities;
11. To join in, consent to, or oppose any voting trust and any
plan of lease, mortgage, merger, consolidation, reorganization,
recapitalization, liquidation, foreclosure, or other readjustment of the
fiinanciai structure of any firm or corporation in which the estate or trusts
may have an interest;
12. To purchase from my estate and that of my spouse any
assets thereof and to make loans thereto to provide liquidity;
13. To retain items of tangible personal property indefinitely
without necessity of conversion, permit use of the same by any income
beneficiary, and distribute or apply the same pursuant to either the
discretionary or mandatory principal distribution provisions of the trust in
which the same are retained;
14. To apply all or any part of the income of any trust created
herein far the payment in whole or in part of the cost of maintenance,
repair, or improvement of any real estate held therein and the taxes,
insurance premiums, or other costs and charges due with respect to the
same;
15. To decline to accept, disclaim, release, renounce, or
abandon any interest in property and any power without court approval;
16. To make distributions in cash or in kind at current values, in
undivided interests or non-pro rata shares;
17. To nominate themselves or another as Custodian under a
Uniform Gifts or Transfers to Minors' Act and make transfers of a
beneficiary's interest in all or part of thE: estate or trust to such Custodian
to be held for the benefit of such beneficiary;
18. To purchase and sell securities through any (broker or
brokerage firm they may select, including any brokerage operation
affiliated with or conducted by the parent or any affiliate of any corporate
fiduciary or its successors or any of their subsidiaries (and the payment of
the usual commissions charged by such an affiliated brokerage operation
shall in no way reduce or otherwise affect any corporate fiduciary's
compensation as hereinafter provided for}.
B. Elections. To make elections under the tax laws and to select
property, without regard to income tax basis, to be sold to satisfy obligations of my
estate or trust estate or to be allocated in kind to any beneficiary, including any
trust, and to elect to receive the proceeds ofi any qualified employee benefit mast
or individual retirement account payable to my trustee as a lump sum distribution,
an annuity, ar any other available form of payment, without reimbursement or
equitable adjustment in the relative interests of the beneficiaries affected
thereby and without liability therefor. Such actions shall be binding and
conclusive on al( persons.
C. Collection of Proceeds of Life Insurance Policies. To collect
the proceeds of any life insurance policies payable to my trustee hereunder from
the issuing companies, who shall have no responsibi{ity to see to the application
thereof; to bring actions to enforce payment ot` any policy if the funds held
hereunder by my trustee are sufficient to indernnify my trustee against a!f costs,
attorney fees, and other expenses of suit to th,e satisfaction of my trustee.
I]. Allocation of Capital Gains, (==ands distributed in a discretionary
application of principal or in response to an exercise of a right of withdrawal
hereunder, if any, shall neither be deemed to r~or actually include capital gains
realized during the current tax year, except to the extent that, in the exercise of
their absolute discretion, my executor or trustee may deem it advisable to elect to
allocate all or a part of such gains #hereto.
N1NTH: Each Recipient to Bear Proportionate Share of Tax. Except as
otherwise provided in this Article, I direct that of I estate, inheritance, and other faxes in the nature
thereof ("death taxes"), together with any interest and penalties thereon, which become payable
because of my death, whether as a result of transfers made under this Will or otherwise,
shall be paid by the person or persons who receive a beneficial interest in the assets that
generate such death taxes, and that such liability shall be apportioned among such
persons in proportion to their respective interests in the assets that generate such death taxes,
without any equitable adjustment for income taxes that may be at any time due or owing on
such assets, and my persona! representative shall seek reimbursement for such death faxes to
the fullest extent permitted by applicable law.
TENTH: Executor. I appoint PNC BANK, N.A., to serve as executor of this Wili
(my Executor') and also as trustee (my "Trustee") of any trust created under this Will.
ELEVENTH: Resignation and Successor Trustee.
A. Resignation of Corporate Trustee. Any corporate trustee,
whether or not appointed herein, may resign as trustee of any trust created under
this WiA by petitioning a court of competent jurisdiction for the appointment of a
successor trustee, such resignation to be effective upon the appointment of a
successor trustee by the court and the #ransfer of the assets to such successor
trustee.
B. Power to Appoint Successor, If at any time there is no person or
corporate fiduciary named or appointed who or which is able, willing, and qualified
to serve as a successor to the last remaining individual trustee then serving
hereunder, whether or not named herein, the individual trustee may appo}nt in
writing his or her successor. Any such appointment may be revoked or changed
prior to its becoming effective.
TWELFTH: Fiduciary Gompensation and Bond.
A. Compensation Permitted. Any corporate executor or trustee
serving hereunder shall be entitled to compensation for its services hereunder in
accordance with its schedule of charges in effect from time to time during the period
in which its services are pertormed.

13. Bond not Required. Under no circumstances sha{i any executor or
trustee appointed hereunder be required to post bond in any jurisdiction,
THIRTEENTH: Miscellaneous.
A. Headings, The bold headings used throughout this Wii[ are for
convenience only. I do not intend such headings to be used in the construction and interpretation of
this Wiii.
B. Number and Gender. Except where the context clearly indicates
otherwise, all references to the singular shall include the plural and vice-versa (including but not
limited to the term "frustee") and masculine pronouns shall include the feminine and vice-versa.

unit in a planned unit development (PUD). This report form is not designed to report an appraisal of a manufactured home or a unit
in a condominium or cooperative project.
This appraisal report is subject to the following scope of work, intended use, intended user, definition of market value, statement of
assumptions and limiting conditions, and certifications. Modifications, additions, or deletions to the intended use, intended user,
definition of market value, or assumptions and limiting conditions are not permitted. The appraiser may expand the scope of wodc
to include any additional research or analysis necessary based on the complexity of this appraisal assignment Modif~caUons or

SCOPE OF WORK: The scope of work for this appraisal is defined by the complexity of this appraisal assignment and the

and limiting conditions, and certifications. The appraiser must, at a minimum: (1) perform a complete visual inspection of the
interior and exterior areas of the subject property, {2) inspect the neighborhood, (3) inspect each of the comparable sales from at
least the street, (4) research, verify, and analyze data from reliable public andlor private sources, and (5) report his o: her analysis,
opinions, and conclusions in this appraisal report.
INTENDED USE: The intended use of this appraisal report is for the W_nder/client to evaluate the property that is the subject of
this appraisal for a mortgage finance transaction.
INTENDED USER: The intended user of this appraisal report is the lenderlclient
DEFINITION OF MARKET VALUE: The most probable price which a property should bring in a competitive and open market
under all conditions requisite to a fair sale, the buyer and seller, each acting prudently, knowledgeably and assuming the price is
not affected by undue stimulus. Implicit in this definition is the consummation of a sale as of a spedfied date and the passing of
UUe from seller to buyer under conditions whereby: (1) buyer and seller are typically motivated; (2) both parties are well informed
or well advised, and each acting in what he or she considers his or her own best interest; {3) a reasonable time is allowed for
exposure in the open market; (4) payment is made in terms of cash in U. S. dollars or in terms of finanr5af arrangements
comparable thereto; and (5) the price represents the normal consideration for the property sold unaffected by special or ueative
financing or sales concessions' granted by anyone associated with the sale.
'Adjustments to the comparables must be made for special or creative financing or sates concessions. No adjustments are
necessary for those costs which are normally paid by sellers as a result of tradition or law in a market area; these costs are readily
identifiable since the seller pays these costs in virtually all sales transactions. Specal or creative financing adjustments can be
made to the comparable property by comparisons to financing terms offered by a third party institutional lender that is not already
involved in the property or transaction. Any adjustment should not be calwlated on a mechaniral dollar for dollar cost of the
financing or concession but the dollar amount of any adjustment should approximate the market's reaction to the fnancing or
concessions based on the appraiser's judgment
STATEMENT OF ASSUMPTIONS AND LIMITING CONDITIONS: The appraisers certification in this report is subject to the
following assumptions and limiting conditions:
i. The appraiser will not be responsible (or matters of a legal nature that affect either the property being appraised or the title
to rt, except for information that he or she became aware of during the research involved in performing this appraisal. The
appraiser assumes that the title is good and marketable and will net render any opinions about the title.
2. The appraiser has provided a sketch in this appraisal report to show the approximate dimensions of the improvements. The
sketch is inGuded only to assist the reader in visualizing the property and understanding the appraiser's determination of its size.
3. The appraiser has examined the available flood maps that are provided by the Federal Emergency Management Agency (or
other data sources) and has noted in this appraisal report whether any portion of the subject site is located in an identified Special
Flood Hazard Area. Because [he appraiser is not a surveyor, he or she makes no guarantees, express or implied, regarding this
determination.

Comments on Sales Comparison
In an effort to provide the client with similar style dwellings that were considered similar in square footage, age, and
amenities ii was necessary for the appraiser to expand his search in such a way that it exceeded the client's
recommended time guidelines of 6 months and distance guidelines of one mile, due to the lack of comparable
properties found within these guidelines.
Comparables #1 through iY4 are closed sales and Comparables #5 through #b are active Eistings being included in
the appraisal report to show the current market conditions for homes considered to comparable to the subject that
are on the open market, as of the effective date of the appraisal report No weight was given to these Comparables,
as they may become expired and/or withdrawn from the market and not settle and become sold Comparables. They
are for the client's review only.
Although some Comparables may be located on opposite sides of a heavily traveled arterylroute, they are located in
a neighborhood that is considered to be a competing areallocation andlor neighborhood.
Sellers paying up to 6 % of buyers closing cost Is common to the area, and not always accurately documented within
the local MLS. It is common and typical for sellers to pay up to 6% closing cast within the market area therefore, no
adjustments were made to any Comparables having closing cost listed, unless it exceeds what is common and
typical for the area.
Active Lislings were not given any safes to list price ratio adjustment and Comparables having sold over the past 6
months were not given a TimelDate Adjustment as market research did not reveal any signif"icanf increase or
decline in property values over the past 12 months.
In the subject's market place it is common not to adjust for any acreage difference less than 1/2 acre. The tack of
this adjustment to the Comparables would have no impact on the subject's marketability or future value. No
adjustment was given for lot size on comparable number four due to it having access to all public utilities.
No age adjustment was given on Comparables, as it is the appraisers opinion and experience that homes built in
this time frame ,within the subject's market area, are considered to have been r_onstrucfed with similar materials,
amenities and construction methods.
The gross living area on Comparablels #1 is greater/less than 20 % of the subject's gross living area; however, this
was necessary In order to provide a two bedroom, ranch dwelling and appropriate adjustments were made to
compensate for this difference.
Due to the lack of Comparables found having similar amenities, it was necessary to include adjustments across the
board. Efforts were made to find relevant, comparable properties to avoid making across the board adjustments;
however, none were found.

Cost Approach Comments
The Cost Approach is not required by Fannie Mae, therefore, the Cost Approach has nat been deve{oped due to e
unreadability and diffcuMy in accurately estimating fhe accrued depreciation in homes of this age. There is a
general consensus among Rea! Estate Appraisers and professional appraisal organizations that the Gost Approach
Method of valuation is rendered ineffective when attempting to value homes of this age. K is therefore, considered
prudent for the appraiser not to Include the Cast Approach in the report Insof.•~r as, it may actually be misleading to
