Report from Guardian of Person and Estate
Cumberland County Aging and Community Services

On April 15, 2010 Judge Ebert appointed the Cumberland County Aging and
Community Services Plenary Guardian of Person and Estate for William James Hill. Mr.
Hill was a resident of Manor Care Health Services-Carlisle at the time of the hearing
and continues to reside there. Mr. Hill had not been receiving adequate care from the
individuals in the private residence where he had been staying.
PERSON
At the time of the Guardianship, Mr. Hill was diagnosed with
Bill adjusted very quickly to life at Manor Care Carlisle. Some small radios had been
donated and he received one. Since then he is often seeing wheeling down the hall in
his wheelchair swaying to the music of his radio. He has had several falls this year,
mostly sliding out of his wheelchair or bed. There were no serious injuries. We
purchased an electric razor for his to use to help increase his independence.
He attends many of the activities and especially likes bingo where he usually wins a
stuffed animal. He has quite the collection at this point. His appetite is generally very
good. Christmas presents were mostly donated by Home Instead Home Health Agency
but we also purchased some things he needed with funds from his account. These were
delivered by agency staff.
The only serious problem that developed this year was when Bill became infatuated
with one of the social workers. He began following her and sitting outside her office. He
also started leaving her notes with inappropriate sexual comments. He was counseled
by a psychologist two different times. The SW tried to avoid being near him and the
behavior eventually stopped.

ESTATE
After the guardianship appointment, the agency opened a checking account at M&T
Bank. In order to do this we needed an official photo ID for him. We were able to get this
at the Veteran Administration Clinic in Camp Hill, PA. Prior to this he had no account.
We applied for and became his social security representative payee. We were able to
find that he had funeral prearrangements with a plot and vault paid for at Tri-County
Memorial Gardens in Lewisberry.
Currently his Social Security is $620 a month. There was difficulty in getting the amount
due the nursing home settled. His payments were generally $406.00 a month. The
balance in his checking account at the end of March 2011 was $1166.68.
It is the request of the Cumberland County Aging and Community Services that the
agency retain Guardianship of Person and Estate for William Hill. Manor Care-Carlisle
has demonstrated an adequate quality of care for her medical and mental problems. We
believe, therefore, that Mr. Hill should continue to reside in that nursing facility.
