This vehicle was a recovered stolen vehicle from New York state which automatically gives it a New York salvage certificate. The vehicle is complete, runs and drives and has no damage. (I have enclosed some photos of the vehicle) The reason for this letter is that when we tried to transfer the New York salvage title to a Pennsylvania Salvage Title at Pennsylvania Department of Motor Vehicles they rejected the application saying they no longer accept the New York State Form MV907A. This leaves us with a vehicle with which we cannot transfer from West Pennsboro Auto Wreckers to me, James Zimmerman because the New York Salvage title is non-transferable in the state of PA. The normal procedure is to transfer the New York Salvage Title to a PA Salvage Title which then allows us to transfer the title in my name. I can then apply for a PA Reconstructed Title which will allow me to register the vehicle. I was advised by a representative from the Penn DOT customer care center to file for a Petition at the court of common plea asking them to title this vehicle. Otherwise I am unsure how to proceed. We had no idea when we bought this vehicle we would have this problem. Therefore I am requesting a court order asking Penn DOT to title this vehicle if possible.
