On September 15, 2010 Judge AI Masland appointed the Cumberland Cotfrity~Aging," ~ , ,' ~.,'
and Community Services the Permanent Plenary Guardian of Person and Estate of Lois ~'
Swanger. Following the hearing, she returned to Shippensburg Health Care Center where she
had been residing. At the time of the hearing, Ms. Swanger was diagnosed with Alzheimer's
disease and hypertension.
Lois seemed to adjust well to her new surroundings. She likes to participate in the
activities. When she gets bored she gets up and down and walks around. She does have a
tendency to go into the rooms of other resident and sometimes takes things. Initially she only
ate about 50% of her meals so she received Carnation Instant Breakfast as a supplement three
times a day. Lois cooperates with care and requires hands on assistance for some activities of
daily living.
Christmas presents were donated by Home Instead's Secret Santa program. The care
manager delivered them to the home so she would be able to open them at the Christmas
party.
Ms. Swanger began to show some agitation and had an altercation with another
resident. She was placed on Namenda and this seems to have helped.
Atone point Lois began losing weight and did not seem to be eating as well. The speech
therapist did an evaluation and found she was having some trouble swallowing. They switched
her to softer foods and she began eating more. At this point Lois is medically stable. She is
pleasantly confused.
Ms. Swanger is visited by Aging staff every 30-60 days. If there are any changes or
problems, the nursing home calls to report to us.

ESTATE
Following the hearing, the locks were changed on Ms. Swanger's home. She had an
account with Morgan Stanley which was cashed in and placed into her account at Wachovia
Bank. We applied for Medical Assistance but this was denied due to her assets. She will be on a
private pay basis until her assets are spent down to below $8000.00.
The house had to be "bombed" for fleas. The Home Maintenance crew made two
different applications. There were many bills that had gone unpaid which we brought up to
date.
An auctioneer was notified and toured the house to look at the personal property.
Because of the tiered backyard he did not think it would be suitable for an auction
We also had an appraisal done on the house itself. It was appraised at $135,000.00. An
inventory of the personal property was conducted by Aging Staff. Arrangements were then
made with Kenny's auction to remove the furniture and other items to the auction where they
will be sold.
Funeral pre-arrangements were made with the Egger Funeral Home in Newville, the
town where Ms. Swanger lived her whole life. Her tax forms were taken to AARP to be
completed.
In July a contract was signed with Carl Ocker Realty to place the house up for sale.
At this time, there has been no interest in the house.
Lois's only source of income is from Social Security. Initially it was $671 a month then
increased to $768. At the time of the guardianship hearing, the balance in her account was
$645.36. The current balance is $3271.40. The main expenditures were the nursing home for
which she privately paid through April 2011, medical expenses, expenses related to the house,
and the monthly payment of $100 which Aging receives as a guardianship fee that was
approved by the court.
Attached are a Bank reconciliation statement and a checking account register.
