RE: Dougherty Boat Trailer
To Whom It May Concern:
Please be advised that Chuck Dougherty came to my office inquiring about the possibility of a police officer
verifying the lack of a VIN on a boat trailer he had in his possession. Dougherty explained that he had been
trying to have the boat trailer titled in his name, but hadn't been able to do it because the trailer lacked a VIN.
On January, 7th I did search Dougherty's blue boat trailer for a VIN. I did not see any combination of
numbers/letters identified as a VIN. However, I did find the model # of SC-15; and a serial number of
1L8T1161XF1S18489, both located on the trailer's frame. Complaint report number is 20120100079. If you

On this 6th day of December 2011, the below-signed individual personally
appeared before me, was sworn under oath and presented the following
facts:
-That during the Spring of 2006, he purchased on boat
and trailer at a flea market at Williams Grove in
Cumberland County; the seller was from Duncannon in
Perry County;
-That the boat was properly transferred and titled as
required by law;
-That said trailer, one "Hydra Trail" Model SC-15 with
a Serial #lL8T1161XF1818489MFRD (4/30/85); and,
-That after repeated attempts to come into compliance
with the law by identifying the prior Title holder,
it is his strong desire that the Department of Trans-
portation issue a "Replacement Title" so that the
Registration Fees and related costs be paid and
insurance obtained.

voluntarily and intelligently, while
recognizing full penalty of the law

Petitioner's "Petition for Declaration of Ownership," the Petition is DENIED. It is
improperly captioned and premature without a VIN (Vehicle Identification Number)
from PennDOT.
