1. Undersigned counsel was previously court-appointed to represent Nobue Sheller in
relation to a Guardianship Petition filed by Cumberland County Aging and
Community Services.
2. Ms. Sheller was subsequently adjudicated as an incapacitated person and Cumberland
County Aging and Community Services was appointed as her plenary guardian.
3. Based upon the above facts undersigned counsel believes that representation in
relation to the Petition for Relief of North Middleton Township falls outside of the
scope of undersigned counsel's appointment.
4. Based on Ms. Sheller's previous representations she would surely object to her
previous residence being demolished.

5. Based upon Ms. Sheller's previous representations, the undersigned has no
knowledge of Ms. Sheller currently having any ability financially or otherwise to
bring her previous residence back into suitable repair.
