My intent when I purchased the vehicle was to use it for parts on a project truck I have at home. During the agreement to purchase the vehicle, I was told that the individual that I was purchasing the vehicle from was selling it for parts because he did not have the title and didn't want to go through the process to obtain the title. He had gotten the truck through a bank property sale. After a closer look at the truck, I determined that this truck (Just purchased) was in better condition than the one I already had. Therefore, I decided to pursue a Declaration of Ownership via the legal system. On 3 July I turned in a DL-135 to the Pennsylvania Department of Transportation. The results of the inquiry reflected the last owner as Isaac K. Saylor, 454 Clay Rd, Lititz, PA 17543 (Listed as individual who have or assert an interest) (See attachment (B)). In my research I have also found the address of 494 Green Hill Rd, Conestoga, PA 17516. This property was sold by the bank and I believe this to be where the truck was obtained by Chad Allison. I have sent certified letters to both addresses listed above in effort to contact Isaac Saylor (Last Registered] owner) (See attachment (C and D)). The Certified letters were " Return to Sender, Not deliverable as addressed, Unable to forward." I have also tried to Facebook search Isaac K. Taylor, which did not produce any positive results. I have attempted to call Isaac K. Saylor in order to resolve this situation outside of the court system, but all attempts have failed due to the numbers listed in the white pages are not in service. I believe that I have done everything that I can to contact the previous owner (Isaac Saylor) to obtain the title to this vehicle. Thank you for your time in considering this matter.
