PERSON
On September 15, 2010 Judge AI Masland appointed the Cumberland County Aging
and Community Services the Permanent Plenary Guardian of Person and Estate of Lois
Swanger. Following the hearing, she returned to Shippensburg Health Care Center
where she had been residing. At the time of the hearing, Ms. Swanger was diagnosed
with Alzheimer's disease and hypertension.
Lois seemed to adjust well to her new surroundings. She likes to participate in the
activities. When she gets bored she gets up and down and walks around. She does
have a tendency to go into the rooms of other resident and this resulted in an
altercation. The doctor started heron Namenda and increased her Aricept. Both are
medications for Alzheimer's and it is hoped they will decrease her wandering and
agitation. She eats 100% of her meals. She is able to feed herself and takes her time.
Lois cooperates with care and requires hands on assistance for some activities of daily
living. She has also begun to wear Ted Hose to reduce swelling in her legs.
She has a favorite chair near the elevator where she likes to sit and even eats there.
She seems to like to be around other people but does not interact very much. She is
doing very well and continues to thrive. One of her favorite activities is to look at
pictures in magazines and then read the captions out loud. She is a good reader and is
able to pronounce most words. She seems content in her own world. Christmas
presents were donated by Home Instead's Secret Santa program. The care manager
delivered them to the home so she would be able to open them at the Christmas party.
Ms. Swanger is visited by Aging staff every 30-60 days.Staff also attends the quarterly
care plans with staff from the various departments. If there are any changes or
problems, the nursing home calls to report to us.

It is the request of the Cumberland County Office of Aging that the agency retain
Guardianship of Person for Lois Swanger. The Shippensburg Health Care Center has
demonstrated an adequate quality of care for her medical and mental problems. We
believe, therefore, that Ms. Swanger should continue to reside in that nursing facility.
ESTATE
After the hearing, the agency applied for Medical Assistance but this was denied
due to her assets. She paid the private pay fee until her assets were spent down to
below $8000.00. The payments to the home vary based on the number of days in the
month. Currently they are about $484.00. Lois's only source of income is from Social
Security. Initially it was $768 in 2011 and then increased to $795 at the beginning of
2012.
In addition to the payments to the home, she pays $241.46 a month for medical
insurance and the monthly payment of $76.75 which Aging receives as a guardianship
fee that was approved by the court. There was a total of $3761.08 in expenses that
were house related.
Attempting to sell the house has been the biggest problem. We had a contact
with one realtor almost one year but he was unable to sell it as there was very little
interest. During that time we reduced the asking price 3 times from $144,900 to
$90,000.00. In late May we started with a second realtor. There has still been little
interest. It may be necessary to auction the house with a reserve as Ms. Swanger is
unable to pay for any repairs or upkeep on the house.
