POWER OF ATTORNEY FOR
MUNICIPAL LIEN AUTHORIZATION
KNOW ALL PERSONS BY THESE PRESENTS, that I, J. STEPHEN FEINOUR,
ESQUIRE, Solicitor for Upper Allen Township, a first class township municipality of
Cumberland County, Pennsylvania, with its principal offices located at 100 Gettysburg Pike,
Mechanicsburg, Pennsylvania 17055, and on its behalf, has made, constituted and appointed, and
by these presents does make, constitute and appoint David D. Buell, Prothonotary of Cumberland
County, Pennsylvania, or his designated Deputy, to act as the true and lawful attorney in the
name, place and stead of said Upper Allen Township, to amend the authorization for the entry
and satisfaction of municipal liens on behalf of Upper Allen Township in the record of the
Prothonotary of Cumberland County, Pennsylvania, as follows:
Delete Amber N. Knock, Sewer Billing Clerk, Kathleen A. Ferrari, Sewer Department
Administrative Assistant and Secretary, Alicia S. Miller, Esquire, former Assistant Township
Solicitor, and William E. Miller, Jr., Esquire, former Township Solicitor, as authorized
representatives of said Township for the above purposes.
Add and substitute as the authorized representatives of the Township for above purposes
Scott Fraser, Assistant Township Manager, and J. Stephen Feinour, Esquire, Solicitor for Upper
Allen Township.
Lou Fazekas, Township Manager, shall remain an authorized representative for the
Township for the above purposes.
I hereby revoke all powers of attorney that I or other appropriate officials of Upper Allen
Township may have executed in regard to the above matters and retain the right to revoke or
amend this power of attorney and substitute other attorneys-in-fact and to substitute and add to,
and to delete, authorized Township officials for the entry of municipal liens as set for above.
I, J. STEPHEN FEINOUR, ESQUIRE, do hereby ratify and confirm any act whatsoever
that my said attorney or any substitute or substitutes for my attorney, shall do or cause to be done
by virtue of this power of attorney for the above purposes.
