The Borough of Mechanicsburg, Cumberland County, Pennsylvania, hereby files its claims against
Robert K. Richard and all that certain lot or piece of ground situated in the Borough of Mechanicsburg,
Cumberland County, Pennsylvania, being known generally as 14 South Broad Street, Mechanicsburg, with a tax
parcel number 20 -23- 0567 -017 and more specifically described in Exhibit A attached and having thereon
erected a house.
For curb and sidewalk repairs for 14 South Broad Street: $4,983.28
Together with an additional ten percent (10 %) penalty: $498.33
Solicitor filing fee: $125.00
Total: $5,606.61
Together with court filing costs and interest sec. Imo. from August 20, 2012, the date of
completion of the work.
Prior notice in accordance with law was served upon the owner by first class United States mail,
postage prepaid, at the owner's address at 14 South Broad Street, Apt. 2 in Mechanicsburg, PA 17055 on
January 25, 2013, as shown in Exhibit B attached. The said services were provided by the Borough of
Mechanicsburg and the charge levied therefor in strict accordance with Article XVIII of the Borough Code, Act
of February 1, 1966, P.O. 1655 (1965), No. 581, Section 1801 et. seq., 53 P.S. Section 46801 et. seq., Ordinance
892, Part 4 of Chapter 21 and /or Part 9 of Chapter 1 of the Code of Ordinances of the Borough of
Mechanicsburg.

WITNESSETH, that in consideration of ONE HUNDRED TWENTY TWO
THOUSAND FOUR HUNDRED DOLLARS ($122,400.00), in hand paid, the
receipt whereof is hereby acknowledged, the said Grantor does hereby
grant and convey to the said Grantee, his heirs and assigns:
ALL THAT CERTAIN tract of land situate in the Borough of
Mechanicsburg, Cumberland County, Pennsylvania, more particularly
bounded and described as follows:
BEGINNING at the curb line on the northwest corner of Simpson Street
and Broad Street; thence along said Simpson Street westwardly to
corner of lot now or formerly of Mrs. Grace Orris; thence along the
line of said lot northwardly sixty -three and fifty hundredths (63.50)
feet to line of lot now or formerly of .Albert Brubaker; thence along
the line of lot eastwardly one hundred two and seventy hundredths
(102.70) feet to the curb line of said Broad Street; thence along the
curb line of said street southwardly seventy -four and sixty hundredths
(74.60) feet to corner of said Simpson and Broad Streets, the point
and place of BEGINNING, having erected thereon a two -story frame
dwelling house known as 14 South Broad Street.
BEING the same premises which BRUCE T. MALLEY and PATRICIA A.
MALLEY, his wife, by Deed dated October 1, 1996 and recorded October
8, 1996, in Cumberland County Deed Book 147, Page 211, granted and
conveyed unto TERRY W. SHEIBLEY and SANDRA L. SHEIBLEY, his wife.
TERRY W. SHEIBLEY died on June 13, 2003, whereupon title vested
solely in SANDRA L. SHEIBLEY, Grantor herein.
AND the said Grantor hereby covenants and agrees that she will war-
rant specially the property hereby conveyed.

The Borough notified you on August 20 and December 5, 2012 of the amount due the Borough for
concrete work completed by the Borough contractor, Rogele Inc. at your property located at 14 South
E Broad Street. Your payment in full or a signed payment plan was due to the Borough no later than
i January 7, 2013. Our records indicate that neither a payment nor a payment plan was received.
i This correspondence serves as final notice that you must either make payment in full for the attached
invoice or enter into a payment plan with the Borough on the invoice within thirty (30) days of the date
of this letter or the Borough will file a lien against your property for the amount due. The filing of a lien
will result in additional fees being added to the balance.
If you are unable to pay the full balance of the invoice the lien filing can be avoided by simply calling the
Borough Office to discuss an equitable payment plan. The Borough is interested in working with you to
resolve this matter. Please contact us prior to February 25, 2013.
