Report from Guardian of Person and Estate
Cumberland County Aging and Community Services
On July 30, 2012 a final guardianship hearing was before Judge Christylee Peck.
Cumberland County Aging and Community Services were appointed plenary guardian
of person and estate of Barbara A. Long. OA was transported to the hearing by Janet
Paull of Aging and was represented by her court appointed attorney David T. Miller.
PERSON
Following the hearing Ms. Long was returned to Golden Living Camp Hill. She had been
admitted to the nursing home on May 9, 2012. She had been in the ER at Holy Spirit at
the time of Aging's involvement on May 8, 2012. OA had been evicted with her son from
her apartment and then the motel room they had for a few days due to lack of funds. OA
while in the ER was cleared by Behavioral Health. Aging decided to place in a nursing
home as she was homeless and lacked sufficient funds for alternative living. Ms. Long's
diagnoses are: HTN, anxiety, ambulation dysfunction, arthritis, hypothyroidism,
neurogenic bladder, GERD, major depressive disorder, schizophrenia and dementia.
Ms. Long has had two behavioral health admissions one at the Meadows in October
2011 and the other at Holy Spirit hospital in March 2012. She also presented to the Holy
Spirit ER three different times due to anxiety.
Ms. Long has mood swings and is on anti-psychotic, anti-depressant and anti-anxiety
medications. Ms. Long continued to see her psychiatrist Dr. Moolah at Holy Spirit
Behavioral health on a regular basis. Ms. Long when stable enjoys a variety of activities
that the nursing home offered. She enjoyed out door trips of shopping and eating out in
different restaurants. She liked Bingo, social activities of coffee socials and birthday
parties and current events. Ms. Long's son visits a few times a week and her daughter
visits monthly. The nursing home and Aging had a concern at one time that Ms. Long
was giving her monthly personal allowance of$45 to her son. This was addressed
numerous times with her and finally she realized she could not purchase the items she
might need if she gave all her money to her son.
Aging visits at least monthly and attends her quarterly care plans. Ms. Long has
received therapy for her ambulation and right knee pain. Staff provided some assistance
with her activities of daily living. She was on a regular diet and ate 87% of her meals
and enjoys snacks. It was decided at one of the care plans that Ms. Long was no longer
in need of nursing home placement. She had improved and her health was stable. It

was decided Aging would make application to the sister of Golden Living Camp Hill's
personal care. Ms. Long moved into Golden Living —Blue Ridge on April 29, 2013. She
likes being there and has managed quite well.
ESTATE
At the time of the guardianship hearing the Office on Aging applied for Medical
Assistance and Representative Payee for Ms. Long. Aging closed out her personal
checking and savings account and opened a guardianship account at F&M bank. Her
only income is Social Security in the amount of$1,321. While in the nursing home she
paid $1157.00. She now pays $1186.00 in the personal care home with an $85 personal
care allowance. While Ms. Long was in the nursing home the Cumberland County Aging
received $100.00 a month Guardianship Fee for services rendered. Once she moved
into the personal care home she pays Cumberland County Aging $50.00 a month
Guardian Fee.

and new accounts.
