Report from Guardian of Person and Estate
Cumberland County Aging and Community Services
PERSON
On Tuesday April 6, 2010 a final guardianship hearing was held before Judge Masland.
Cumberland County Aging and Community Services were named as the Permanent
Plenary Guardian of Person and Estate for Sibyl Arms.
Ms. Arms resided at Golden Living West Shore from the time she was removed from
her home by Emergency Intervention on December 2, 2012 until January 21, 2012. Ms.
Arms home had been condemned by the Camp Hill borough as unfit for human
habitation. Ms. Arms due to medical issues went to Hershey Medical Center for a full
shoulder replacement and Holy Spirit hospital for gall bladder surgery both in January
2012 prior to being admitted to Claremont Nursing and Rehab where she resided until
her death on August 10, 2013. Ms. Arms had been diagnosed with senile dementia
Alzheimer's type, hypertension, generalized weakness, anxiety, depression, bipolar
disorder, right hand contractures, dysphagia and functional incontinence.
Ms. Arms while at Claremont had periods of being very social and enjoyed getting out of
her room and being around others in activities. She was very particular with her
dressing and made sure her clothing, jewelry and hair bands all matched. She attended
Bible study, outdoor trips, Bingo, singing, crafts and certain type games. Ms. Arms had
Christmas in August 2012 when she received a new flat screen TV, shelving unit and a
new bedspread. Ms. Arms had numerous stuffed animals that went on her shelving unit.
Ms. Arm's health declined in September 2012 when she was placed on a pureed diet
with honey thickened liquids. She received occupational therapy three times a week for
self-participation and care. She continued to decline to the point where it was believed
family should be notified. Ms. Arms was placed on Hospice due to failure to thrive as
results of her dementia. Grand Hospice was involved in providing nursing care twice
weekly and a personal care aide three times weekly. Family did come in for a visit, a
niece form Chicago and her mother a sister of Sibyl's from Georgia.
Aging visited Sibyl monthly and there were times that she would open her eyes and
respond by nodding her head. Other times she kept her eyes closed and were non-
responsive. Her personal care and appearance were always good. During my July 2013
visit OA was sitting in her wheelchair in the hallway by the nursing station. She had on a

very pretty outfit and looked great. I spoke to her for several minutes when she said hi
and smiled. She was aware of her surroundings and was watching what was going on
around her. Aging staff also attended Ms. Arms care plans and was notified on a weekly
basis from Grane Hospice of Sibly's condition. Skin issues became an issue as she
declined with wounds to the buttocks. Her diet became a full liquid plus that provided a
lot of protein. Ms. Arms for the 11 months of decline remained quite stable until the end.
We received a call from Claremont on August 8`" that Ms. Arms was not expected live
much longer. A call was placed to the family notifying them of the impending death.
ESTATE
A guardianship account was opened at Wachovia Bank where Ms. Arms had her
accounts. In October 2010, Ms. Arms' house and property were sold for $47,800.00,
which was $5,800.00 over the appraised value.
Application for Medical Assistance was made at the time of her admission to Golden
Living. It was discontinued at the time of the sale of the house until her assets dropped
below $8000.00. Prior to that, we were required to cash in her policy with Bankers Life
and Casualty which has a cash surrender value of$237.50. Re-application was made
for Medical Assistance in May 2011.
Sibyl's income included Social Security which was $1017 during 2012 and increased to
$1031 in 2013. She also received a retirement annuity which is currently$ 533.85 a
month.
Her monthly payment to Claremont Nursing and Rehab for room and board was
$1420.17. In addition to the cost of her room and board at the nursing home, a
guardianship fee of$100 a month was paid to Cumberland County Aging and
Community Services.
Sibyl was an avid animal lover, especially cats. She had several. In April 2013, a
donation was made to the Humane Society of Harrisburg in her honor. As stated earlier,
a TV, shelving and some personal needs items were purchased for her in October. The
balance in her account at the time of her death was $7573.06.
Attached is a financial summary of Sibyl Arms' income and expenses. The Department
of Public Welfare's Estate recovery Division was notified of her death and the remaining
account balance.
