Report from Guardian of Person and Estate
Cumberland County Office of Aging
PERSON
On March 1, 2012 Permanent Guardianship of Person and Estate for Nobue Sheller
was granted by Judge Ebert to Cumberland County Office of Aging. Prior to this
appointment Ms. Sheller resided in her own house at 2056 Spring Road, Carlisle. The
house had been condemned by North Middleton Township. The township later razed
the house and put a lien against the sale of the property of approximately $14,000.
Following the hearing she was admitted to Golden Living-West Shore Center where she
still resides.
At time of the appointment, Ms. Sheller was diagnosed with Type 2 diabetes, high
cholesterol, HTN, psychiatric disorder with delusions. There have been no new
diagnoses. She is very verbal and ambulatory.
Ms. Sheller has had a multitude of problems with her roommates and at one point
turned off the one roommate's oxygen because she said it made too much noise. The
home has now placed her in a private room, despite her being on medical assistance.
Because Nobue had several verbal altercations with different residents and becoming
more aggressive, the nursing home's physician requested a involuntary commitment to
Pathways in Shamokin. Members of our office did a conference call at the home with
home and hospital staff. After much discussion resulting in no treatment plan, it was
decided that Nobue should be placed in a personal care home anywhere in the state.
The problem is that until her property is sold, she does not have enough money to pay
for a personal care home. She would not be eligible for the Personal Care Boarding
Home Supplement because she owns property. We were later advised that Dr. Singh of
Pathways removed the dementia diagnosis. We have always said that her incapacity is
due to mental illness not dementia.
She has developed some friendships with people outside the facility who, with our
permission, take her out to lunch.

In February Nobue had a friend take her to the Holy Spirit Behavioral Health Unit and
was demanding a copy of her records. At one point she was told if she showed up again
she would be escorted off the property.
It is the request of the Cumberland County Office of Aging that the Agency retains
Guardianship of Person and Estate of Nobue Sheller. Golden Living Center-West Shore
has demonstrated an adequate quality of care for client by managing her daily needs
and continuously monitoring her medical conditions. Mrs. Sheller's appearance is
always good. The home is managing a difficult resident.
ESTATE
Following the hearing, the Agency opened a guardian checking account at M&T Bank
with funds transferred from her old checking account. Starting balance was $1194.24.
We also filed a change of address with the post office.
Ms. Sheller's house was in deplorable condition with large holes in the roof, weaken
structure, floors saturated with water, and mold. The house was condemned by North
Middleton Township and they are planning to raze the structure. Four agency workers
went through the house and removed anything they thought was salvageable. These
were later sold at auction and after the auctioneer's commission , the amount received
was $1785.55 and $260 for the car.
We completed the Medical Assistance application which was accepted. We also made
sure that the home owners' insurance was paid. We applied for and was accepted as
the representative payee for her Social Security
The house was demolished by the township on October 10,2012 with the cost of
approximately $14,000 being put as a lien against the sale of the property. We had the
appraisal of the property done by Diversified Appraisers and was $47,000.00. We
contacted Wolfe Realtors and will be working with them for the sale of the house. The
property is really three separate lots and we had to determine whether we needed to try
to get them changed to one lot and if we should try to get them changed to commercial.
After talking to several professionals it was decided we should just sell them as is.
Ms. Sheller's income is currently $304 from social security and $446.70 in spousal
support. Her payment to the nursing home for room and board is usually $575.50. She
also pays $100 to the Cumberland County Aging and Community Services for a
guardianship fee for services rendered as approved by Judge Masland in his court
order.

attached is a spread sheet representing her checking account register.
